LIFE PLAN - If money is being left to an individual with a disability, it is important that a Life Plan be developed. Life does change and the Plan should be updated as needed or every five years or so and usually only requires a modification to the original Plan. What are the important issues that should be addressed in a good Life Plan? It is important that the individuals and agencies who are working with the individual with a disability understand who they are working with and what are the realistic goals that may be accomplished.

IS IT PREFERABLE FOR A THIRD-PARTY SPECIAL NEEDS TRUST TO BE INTER VIVOS OR STANDALONE? - Generally, the purpose of a Third-Party Special Needs Trust (TPSNT) is to protect Supplemental Security Income (SSI) and Medicaid and other means-tested public benefits. The TPSNT is designed to provide appropriate support for children after their parents are deceased. During their lifetimes, the parents can provide that support directly. There are advantages and disadvantages to each option.

A group home is really residential housing. Supervision is provided by staff as well as supervision, training and/or assistance. Residents share in the chores and management of the residence. In order to assist the individual moving toward independence. In order to qualify, an individual must suffer from a disability. Private rooms in a group home usually run about $5,000.00 monthly. Shared rooms run about $4,000.00. Group homes are financed by private pay, long-term care insurance or, more commonly, state Medicaid waivers. Medicare does not fund group homes. Individuals receiving SSI or SSDI are required to pay a portion of their income as rent.

ENERGY BILLS ARE SKY-ROCKETING. CAN I GET HELP? - There is a program available as Low Income Home Energy Assistance Program (LIHEAP). The application is on a first come, first served basis. People who live in public housing and are receiving rental assistance are not eligible for LIHEAP heating assistance unless they pay their own heating costs directly to the fuel supplier. The amount of LIHEAP benefit is determined by income, household size, fuel type and heating region.

The Children’s Health Insurance Program (CHIP) in New Jersey provides health insurance to eligible children under age 19. It is part of New Jersey FamilyCare.
