Chief McCarthy,
If you really mean what you say about the fine men and women of your department doing find(sic) work, why on God's green earth have you failed them in this grotesque abdication of your duties as Chief of Police? Good police work often draws criticism, expect it. If the complaints are substantiated take action to correct the poor behaviors - don't excoriate the majority's good work and professionalism by telling them to quit doing their jobs!
Leading a police force is hard, too - I've been there, but giving an order to make your job easier is a moral failure and you are placing your community at great risk and wasting taxpayers money while perpetuating a fraud of providing them police services. Get to the bottom of the problems or step aside to let someone else with the proper moral compass lead your agency.
