April 1st a 3% penalty is added. In May, if still unpaid, the Tax Collector prepares for the tax certificate sale, which usually happens in late May or June. The county sells a tax certificate to investors who pay the unpaid taxes on the owner’s behalf who then earns interest on the debt that can be up to 18% a year. After two years unpaid the certificate holder can apply for a tax deed sell. The property can be auctioned off.
