Cases against a municipality aren't necessarily harder, but they do come with extra steps. You have to file a notice of claim within 90 days of the accident, and the statute of limitations shortens from the usual three years down to one year and 90 days. There's also a 50-h hearing, where the city gets to question you before the lawsuit even starts. A lot of people don't find this out until it's too late. Hurt on city property?
