Tax rules let you add capital improvement expenses to the cost basis of your home.

The HomeFirst Down Payment Assistance Program provides qualified homebuyers with up to $100,000 toward the down payment or closing costs on a 1-4 family home, a condominium, or a cooperative in one of the five boroughs of New York City.
To be eligible, a prospective homebuyer must:
•Be a first-time homebuyer
•Complete a homebuyer education course taught by an HPD-approved counseling agency
•Have their own savings to contribute to the down payment or closing costs
•Meet program income eligibility requirements
•Make a minimum down payment of 3% of the purchase price towards the home purchase
•Purchase a 1-4 unit family home, a condominium, or a cooperative for owner-occupancy in one of the five boroughs of New York City
•Pass a Housing Quality Standards (HQS) inspection before purchase
•Live in the home for at least:
o10 years if the loan received is less than or equal to $40,000
o15 years if the loan is greater than $40,000

NYC Heat and Hot Water Requirements:
Heat is required between October 1st and May 31st, a period designated as “Heat Season.” Building owners are required to provide tenants with heat during these months under the following conditions:
• When the outside temperature is below 55 degrees Fahrenheit between the hours of 6am and 10pm, building owners must heat apartments to at least 68 degrees Fahrenheit.
• Between the hours of 10pm and 6am, regardless of the outside temperature, building owners must heat apartments to at least 62 degrees.
• Building owners also must ensure that tenants have hot water 24 hours a day, 365 days a year, at a minimum constant temperature of 120 degrees Fahrenheit.
