Black and Hispanic students are disproportionately suspended from school, and these suspensions have a negative impact on their academic achievement and life chances.
In the United States, Black students are three times more likely to be suspended from school than white students, even when controlling for other factors such as socioeconomic status and behavior. Hispanic students are also more likely to be suspended than white students.

Mental Health Day is an important reminder that mental health is just as important as physical health. For students with disabilities, mental health can be even more challenging.

The Individuals with Disabilities Education Act (IDEA) is a federal law that ensures that all students with disabilities have access to a free and appropriate public education. IDEA also requires schools to provide students with disabilities with the supports and services they need to succeed, including mental health services.

Mental health services can help students with disabilities in a variety of ways. They can help students to manage their emotions, cope with stress, and improve their social-emotional skills. Mental health services can also help students to learn more effectively and to participate fully in school activities.

If you are a parent of a student with a disability, it is important to be aware of your rights under IDEA. You have the right to have your child's mental health needs assessed and to have a plan in place for how those needs will be met. You also have the right to participate in your child's individualized education program (IEP) team, which is responsible for developing and implementing your child's education plan.

Identifying Students with Disabilities as a Potential English Learner.
When your child is learning English, school districts will use the home language survey (HLS) when evaluating your child's skill.
The current California HLS @ https://bit.ly/2v7LufA) asks parents/guardians to answer the following questions:
1. Which language did your child learn when he/she first began to talk?
2. Which language does your child most frequently speak at home?
3. Which language do you (the parents or guardians) most frequently use when speaking with
your child?
4. Which language is most often spoken by adults in the home (parents, guardians,
grandparents, or any other adults)?

If a language other than English is indicated on any of the first three questions, your child's English language proficiency may be assessed using the English Language Proficiency Assessments for California (ELPAC).

On May 20, 2021, the California Senate is scheduled to vote on Senate Bill 545. This legislation would require school districts to retain a student for the 2021-2022 school year, if requested by a parent or guardian. This is important legislation for all students who have suffered with distance learning.

The bill would also mandate that the school district allow access to to courses from the prior semester in which the student received a D or F, or to offer some other form of credit recovery, and to provide parent with information about research on the effects of pupil retention, and the types of interventions and supports that have been shown to be beneficial. The bill would impose a state-mandated local program and would go into effect immediately.
