Los Angeles Eyes Stricter Rent Caps Threatening Housing Providers Across the Region

Los Angeles is proposing stricter rent control rules that would limit how much landlords can raise rents on rent-controlled properties.

• New rules could cap annual rent increases at just 3% or less, even if costs go up.

• Landlords may lose extra allowance for paying utilities.

• These changes make it harder for property owners to keep up with rising costs, maintain buildings, or invest in new housing.

• Impacted areas include the City of Los Angeles and other communities we service, like Altadena, Hacienda Heights, Rowland Heights, South Whittier

• If you’re a landlord in an RSO or rent-controlled area, you may face tougher limits on rent increases and growing financial strain.

A public meeting to oppose these harsh measures is scheduled for Wednesday, November 12, 2025, at 10:00 AM at Los Angeles City Hall, Council Chamber, Room 340. Screening tenants is more important than ever for protecting your property and your neighborhood especially as scams become more common.

• Use written, consistent criteria: verify income (ideally 3x rent), employment, and prior rental references.

• Inspect all documents for authenticity; fraud (fake pay stubs, IDs, or employer letters) is on the rise. Always verify with employers and past landlords directly.

• Run credit, background, and eviction checks with written consent; check all applications for inconsistencies.

• Ask each applicant for government ID and proof of income, and compare for red flags.

• Publicize your screening criteria and process applications in the order received.

• Scrutinize digital docs for signs of tampering and beware of new scam tactics.

• Follow California Fair Housing and Unruh Civil Rights laws—treat every applicant equally.

Property Management Update: Los Angeles & San Gabriel Valley (October 2025)

• Rent Increase Caps: Most landlords can only raise rent by 3% each year for older apartments, and between 8% and 10% for others. Rent increases only happen once a year now.

• Longer Time for Evictions: Renters now have 10 days (instead of 5) to reply to eviction papers, so there’s more time to get help or fix problems.

• Photo Rules for Deposits: Landlords must take pictures before you move in and after you move out. This helps make sure people don’t get charged for normal wear-and-tear.

• Required Appliances: Every new rental must come with a fridge and stove, no more renting a place without them.

• Pet Amnesty: Pets adopted during COVID can stay, even if the lease didn’t allow pets before.

• Reporting Good Credit: Tenants get a choice to have their rent payment history shared with credit bureaus, which helps build their credit score.

• Emergency Rent Limits: Temporary extra rules stop rent hikes and evictions for people in disaster areas or emergencies, like wildfires.

• No Junk Fees: Many small fees, like fees for paying by check, are now banned unless absolutely needed.

• Lock Changes for Victims: If a renter is a victim of domestic abuse, the landlord must change the locks fast and for free if needed.

Federal Shutdown & Rentals: What Landlords Should Know 🏠🇺🇸

The federal government shutdown has a lot of landlords wondering: What happens to rent payments from Section 8 and tenants who work for the government? Here’s the quick scoop:

• Section 8 payments? ✅ Still coming (funded through mid-November for now).

• If payments get delayed? You can’t evict for the government’s portion just hang tight; funds will come once things reopen.

• Local Housing Authorities? Still open, but heavy delays could cause issues later. Stay in touch with them.

• Can I refuse Section 8 tenants now? 🚫 Nope, California law says you can’t.

• Federal employee tenants? No special rules, work with them if possible.

Bottom line: Stay patient, stay connected, and work with tenants, this situation is temporary.
