NASRO President and Assistant Chief of Police GVPD Highlights the World Police Summit as a Venue for Global Law Enforcement Innovation and Collaboration
Rudy Perez, NASRO President, the Assistant Chief of Police in Golden Valley GVPD, Minnesota, affirmed that the World Police Summit has become a global platform for innovation, collaboration, and advancement in the field of law enforcement.
Citing his participation in the previous edition of the summit, he emphasises the crucial role the summit plays in addressing contemporary policing challenges through global cooperation and knowledge exchange.
Perez points out that "attending the World Police Summit is an unparalleled opportunity to connect with international counterparts, discover the best practices and policing applications of the 21st century, and explore optimal solutions for shared challenges."
Transnational Crimes
Perez emphasises the importance of specialised global security meetings, like the World Police Summit, in establishing international partnerships to address various issues, such as international criminal syndicates and cross-national drug trafficking issues. He added, "The World Police Summit facilitates information exchange by opening vital channels for security and police communication, enabling us to face the challenges of transnational crimes more effectively."
Technological Innovations
Perez also underscores the summit's role in showcasing the latest technological developments: "From combating cybercrime to applying artificial intelligence and drones, the summit offers insights on leveraging technology for community safety." He stresses the importance of forming partnerships between law enforcement agencies and social media companies to adopt a proactive approach that ensures the safety of the digital space.
Drug Prevention and Control
The opioid crisis and the emergence of synthetic drugs represent significant challenges to be discussed at the summit's fourth edition.
Perez, presenting a paper at the drug enforcement conference and a key speaker at the World Police Summit 2024, calls for early intervention, awareness, and international cooperation to combat drug trafficking and abuse. He asserts, "Sharing our experiences and strategies at the World Police Summit is crucial for developing a unified international response to drug enforcement."
The senior police official emphasised that early intervention and prevention methods play a crucial role in supporting efforts to combat crimes, including drug enforcement, noting that failing to address and exacerbate these issues generates other serious problems, such as poverty, homelessness, and destabilising societal and economic stability. He added, "In my opinion, we can make a significant impact if we start focusing on early prevention, meaning targeting the youth in schools and various educational environments, raising early awareness about drugs and their dangers, and initiating conversations with our children about the importance of immediately reporting any drug promotion attempts of all kinds to the relevant authorities, alongside ensuring these students feel safe and confidential when communicating with police officers and officials to report drug promoters and dealers. Our communities must confront this dangerous scourge and communicate with legal authorities. Fentanyl alone has killed thousands of people in the United States."
Perez further stressed the importance for all stakeholders to come together at the World Police Summit to communicate and speak candidly and transparently about real-world experiences and practices, whether successful or failed, to learn and develop alternatives and plans.
He noted that it is essential to identify the locations of the companies involved in these crimes and in manufacturing narcotic substances, where these chemical substances are produced, and where they are transported and delivered. Emphasising the necessity to unify efforts within a single vision and goal to enhance community security.
K9 Units: Opportunities and Challenges
Perez emphasised the importance of the K9 units in law enforcement, acknowledging their invaluable contributions to ensuring community safety and security. "K9 units are not just a tool, but an important part of our law enforcement family, providing irreplaceable capabilities." He highlighted the role of police dogs in police and security operations, from drug detection to search and rescue operations, and their effectiveness in enhancing officers' abilities to complete assigned tasks.
Perez also shed light on the challenges facing K9 units today, including budget constraints and the need for specialised training to ensure the handlers and dogs can work safely and effectively. "Despite offering immense value, K9 units require adequate funding, proper care, and ongoing training to meet the evolving demands of law enforcement," Perez noted.
He stressed the importance of community and private sector partnerships in supporting K9 units, such as donations for equipment, training, and veterinary care.
Perez also touched on the potential of integrating technology with K9 capabilities, mentioning the emergence of "drone dogs" and other technological innovations that complement the work of K9 units. "As we explore new technologies, it's important to remember the unique benefits that real K9s bring to our work, from their security instincts to their ability to connect with the community."
Drones in Law Enforcement Operations
Perez also highlighted the significant impact drones have had on law enforcement strategies: "Our drone program in Golden Valley Police demonstrates our adaptability and forward-thinking approach to modern policing because we believe in drones' ability to provide quick and efficient initial reports in various scenarios, from securing and managing crowds to search and rescue operations, greatly enhancing our capabilities." Perez shared examples of drones being used not only in policing but also in fire departments for tasks such as assessing fire scenes before deploying personnel.
Perez also emphasised the need for laws regulating drone use to ensure the security and safety of airspace and infrastructure. "The misuse of drones by criminals for activities like drug smuggling or privacy invasion prompts law enforcement authorities to periodically reevaluate strategies to counter these threats."
Road Safety and Security
Perez underscored the critical need for solid collaborations between policing agencies, vehicle producers, and policymakers to oversee and guide the navigation of autonomous vehicles for road safety and security. He pointed out the valuable insights gained from international events like the World Police Summit, which spotlight effective methods and strategies to diminish road risks, such as the escalating instances of substance-impaired driving and technologically advanced methods of vehicle theft within the United States.
