New Jersey’s Mansion Tax has changed dramatically over the past year. Recent legislative changes shifted the tax burden from buyers to sellers and introduced a graduated tax structure reaching up to 3.5% on certain high-value transactions.

Additionally, a new New Jersey Tax Court decision adopted a “predominant use” test that could significantly affect how mixed-use properties are classified for Mansion Tax purposes.

For owners of mixed-use, commercial, and multifamily properties, proper classification may determine whether the tax applies at all.

Jersey City has announced a 16.2% proposed increase in its 2026 general property tax rate. The increase is the result of a 20% increase in the municipal tax rate, as well as increases in the school and county portions of the rate. The steep increase is driven in large part by the $250 million budget deficit announced by the City earlier in the year.

To help property owners calculate their new estimated tax burdens, the City published an online tool: JCNJ.org/calculator. The tool is simple to use and shows the projected increase in actual dollar amounts. Please note: The proposed increase is not yet final. The City Council will vote on it at its upcoming June 24th meeting.

Taxpayers need to be aware that 100% of the 2026 tax increase will be reflected in their third- and fourth-quarter bills, resulting in potentially dramatic increases. As a result, the upcoming bills reflect an accelerated "catch-up" period for “underpayments” from the first half of the year. Taxpayers should not annualize the new payments to calculate their new stabilized tax burdens. Instead, they should use the City’s calculator or calculate their tax burden by multiplying their assessments by the estimated tax rate.

Taxpayers should immediately revise their budgets to account for the anticipated increase. Now is also the time to evaluate whether there may be grounds to contest assessments for 2027. The Skoloff & Wolfe Tax team will continue to monitor this developing issue and will share an update following the City Council’s meeting on June 24th.
