AB 1184 is being debated now. It aims to make the following changes to the Open Meeting Act:

- Emergency rule changes must include the text, purpose, effect, and expiration date.

- Board members cannot use a series of communications outside meetings to deliberate or act on business, except in emergencies. Informational communications are allowed if they don’t involve majority discussions or board action.

- If involved in litigation, the HOA board must report it in the annual budget and provide case details upon request. Executive session minutes must include the case name.

- Electronically recorded open meetings must be treated as official records and made available to members, with prior notice of the recording.

- Meeting minutes must be provided for free via email or posted online, and must include meeting date, time, location, type, attendees, and directors' presence/absence.

- Election results must include director terms in the minutes.

- - HOA may only charge for actual costs of copying and mailing records, and not for emailing records in electronic format.

- Members can take legal action to enforce their right to inspect HOA records; courts may award attorney’s fees, court costs, and penalties for unreasonable withholding of records.

🎉 Big congratulations to our own Denise Iger, who has been selected as Committee Member of the Year for the CAI-OC Publications Committee! 🎉

The Publications Committee serves as the editorial brain trust behind OC View, the CAI-OC Chapter’s magazine, and Denise has been a driving force on the Committee for nearly 25 years, including many years as its Chair.

Denise says her time on the Committee has broadened her HOA knowledge in ways she never expected, thanks to reviewing articles ranging from goats doubling as lawnmowers to the latest innovations in pool-cleaning technology. Just as importantly, she credits the Committee with sharpening her editorial skills, including the proper use of commas, em dashes, and hyphens—skills we can all appreciate.

Denise has also been nominated for "Article of the Year." We look forward to celebrating her achievements, along with other nominees and award recipients at the Awards Dinner on February 7th.
