Mr. Harris studied nuclear weapons policy at Princeton's School of Public and International Affairs, which he attended on an ROTC scholarship. He then graduated from the University of Pennsylvania’s law school, where he and his partner won the school's moot court championship. He subsequently spent four years on active duty with the United States Army on Capitol Hill, where he advised senior governmental officials and drafted congressional testimony for the Assistant Secretary of the Army for Civil Works.

After years of private practice, he spent two decades teaching constitutional and national security law at several universities, starting at the University of Florida, and ending up at Lincoln Memorial University. During his final ten years of teaching, Professor Harris created and hosted a public radio show and podcast, Your Weekly Constitutional, devoted to discussions of constitutional law, both current and historical. Archived podcasts remain available online.
