The discussion centered on a question every emerging market is wrestling with: what can be learned from jurisdictions that have already gone through regulation? Panelists dug into licensing models that actually work, smart tax structuring, and the early moves that make the biggest difference in pushing back against the black market.

Joining moderator Ron Segev (Segev LLP, Canada), Stephanie shared the stage with Arshak Muradyan, PhD (Digitain, Spain), Caio de Souza Loureiro (Tozzini Freire Advogados, Brazil), Don Bourgeois (GRG Advisors, Canada), and Ana Maghradze (Smartsoft LLC, Georgia).

A joint panel hosted by the International Masters of Gaming Law and the International Association of Gaming Regulators (IAGR) brought global regulators and legal experts together in Barcelona to examine the rapid rise of prediction markets.

Moderated by Marc Ellinger, the discussion explored how prediction markets were challenging traditional gambling regulation in the U.S. and what regulators elsewhere could expect as these markets expanded internationally.

Panelists addressed regulatory risks, oversight concerns, and key lessons regulators could learn from the U.S. experience.
