The bill amends the US Controlled Substances Act to exclude CBD and CBD-rich cannabis plants from the federal definition of ma*****na. Under the present definition, all of the organic cannabinoids in the plant are classified as Schedule I controlled substances.

This guy, the head of Trump's task force on the opioid crisis, is completely ignorant of modern studies showing a significant reduction of opioid abuse in states where cannabis is legally available. Also, if $300 million is a rounding error, how much does it cost the state to enforce its arcane cannabis laws? There are more benefits to the state's coffers than direct tax proceeds!

I'm not sure what the Anaheim City Attorney is referring to when she cites a fear of losing local control, especially since the current versions of the MCRSA and AUMA require some form of local approval/licensure before business will receive their state license!

Governor Brown's proposal was meant to make the jobs of regulators easier, but now that there may be a fight over his revisions, there is a real chance that the regulations won't be ready by January 2018.

A proposal by the Brown administration to revise ma*****na laws in California is drawing backlash from lawmakers and police chiefs who say it would repeal rules approved by the Legislature two years ago and benefit the pot industry over the public.

Regardless of whether this passes or not, I don't think state resources should be used to assist or enforce an outdated federal policy that is clearly against the will of Californians.
