Government regulation may cost a small business approximately $14,700 per employee each year.
That figure is an estimate. The actual burden varies by industry, location, and business model. But it illustrates an important economic reality: compliance is not free.
Businesses must devote money and employee time to legal requirements, accounting rules, licensing, permits, reporting, training, recordkeeping, compliance software, and outside consultants.
Small businesses often feel these costs more acutely. A large corporation can spread its compliance expenses across thousands of employees and millions of transactions. A business with 10, 20, or 40 employees has far fewer people and customers over which to spread those costs.
And businesses cannot simply make those expenses disappear.
Higher regulatory costs can contribute to higher consumer prices, less hiring, slower wage growth, reduced investment, and delayed expansion. That makes excessive regulation more than a business issue—it can become a cost-of-living issue. And government regulation means slower and reduced economic growth.
Eliminating or reducing government regulation will create more jobs and lower costs for the buyer.
The question is: How can we achieve those protections without imposing unnecessary costs and paperwork?
AI agents may become an important part of the answer.
Agents can help small businesses monitor regulatory changes, identify applicable requirements, prepare routine reports and filings, track licenses and deadlines, maintain records, flag potential problems, and create an audit trail.
AI cannot eliminate the underlying cost of regulation. It can, however, reduce the administrative expense of understanding and complying with it.
The real economic benefit should not be measured solely by regulatory cost per employee—particularly if AI allows businesses to operate with fewer employees. More meaningful measures include:
- Lower total compliance costs
- Greater output per employee
- Fewer errors and penalties
- Reduced outside consulting expenses
- More capacity without additional headcount
- Compliance cost as a percentage of revenue
- Compliance cost per transaction
Less regulation—combined with smarter compliance technology—can help us achieve efficient economic growth.
