Executors often hold funds in reserve to cover estate taxes, attorney's fees, or other outstanding matters – and that can be completely appropriate. But an executor cannot arbitrarily withhold distributions from a beneficiary they don't like. Once funds are ready, they should be distributed quickly and fairly.
