If finalized, the rule would take effect for the 2026 DV Program opening in October 2025, requiring applicants to upload a JPEG scan of their passport’s photo and signature pages with limited exceptions.

Starting August 15, 2025, USCIS will implement stricter rules for calculating a child’s age under the Child Status Protection Act (CSPA), using only the “Final Action Dates” chart typically later than the previous “Dates for Filing” which could cause more children to “age out” before a green card is issued.
