We welcome Aaron Ruggles to Rousseau Legal Services. He serves as a Case Manager where he supports Veterans throughout the VA claims and appeal process by providing timely updates and conducting thorough interviews to ensure every aspect of their case is fully developed. Having served as a Sergeant in the U.S. Army Military Police Corps, and medically retiring, he brings firsthand understanding of the challenges Veterans face when navigating the VA claims and appeals system. Aaron holds a bachelor’s degree in Criminal Justice with a concentration in Legal Studies, as well as a Master’s Degree in Education. His professional and personal experiences drive his commitment to advocacy, and he considers it a privilege to assist fellow Veterans in securing the benefits they earned and deserve—especially in ways he wishes had been available during his own journey. Outside of work, Aaron regularly attends Church at Memorial Baptist in Killeen, Texas, and enjoys spending time with his wife and their three children.

We welcome Colonel (Retired) Ronda Sutton to Rousseau Legal Services. She has 35 years of service as an Army Judge Advocate (JAG) and as a civilian attorney fighting for wounded, ill, and injured Soldiers in the Army’s Medical and Physical Evaluation Board process. Ronda's diverse military leadership assignments include Staff Judge Advocate for the 63rd Regional Support Command, Chief of Staff for the USCENTCOM Operational Contract Support Integration Cell, and Deputy Commander for the US Army Reserve Legal Command. Her deployments include in Bosnia, Iraq, and Qatar. She served 13 years as a civilian attorney representing Soldiers in the Army’s Physical Evaluation Board (PEB) and Medical Evaluation Board (MEB) processes. Ronda is married to a retired Army intelligence officer and is the proud mother of two adult sons. She is an avid outdoorswoman who enjoys hiking, backpacking, biking, and skiing and is a devoted Seattle sports fan. Ronda retired from federal service in 2025 and now dedicates her time to family, friends, and her community, and she is honored to continue representing Veterans. All of our Texas State Veterans Homes are Texas-owned and regulated by the Texas Health and Human Services Commission and the U.S. Department of Veterans Affairs.

MEET PARALEGAL LUCELDA “LUCY” ARMENTA:
Lucy has served as a paralegal with Rousseau Legal Services since 2022. She is a service connected, combat-disabled veteran of the U.S. Army following her 20+ years on active duty as a Military Policewoman. She served in various positions while on active duty, including twice as a First Sergeant at Fort Hood. Her deployments include Operation Enduring Freedom and Operation Joint Endeavor-Guard and Joint Forge. Lucy assists the firm to conduct legal and factual research for VA disability appeals. She provides invaluable legal support and administrative services in support of the law firm and our Veterans. Lucy earned her B.A. in Political Science at San Jose State University and her paralegal certificate at DeAnza College.

"Attorney General Ken Paxton secured a victory in his lawsuit against VA Claims Insider, LLC (“VACI”). The lawsuit alleged VACI posed as a legitimate veterans’ assistance organization while deceptively charging disabled veterans fees for what it represented as help navigating the U.S. Department of Veterans Affairs (“VA”) benefits and claims process. Attorney General Paxton’s lawsuit alleged VACI marketed its services as “free” coaching to assist veterans in the preparation, presentation, or prosecution of VA benefit claims, despite not being accredited by the VA to perform those services. The lawsuit further alleged VACI misrepresented its cancellation procedures and its contract terms, including the true cost of services. It also noted that VACI misrepresented its relationship to its recommended medical provider. Then, if veterans refused to pay unexpected fees, VACI initiated burdensome debt collection efforts against them. “Disabled veterans are our nation’s heroes who put their lives on the line for our country, and no company will be allowed to pose as a legitimate VA service in order to scam and deceive them,” said Attorney General Paxton. “This judgment ensures that disabled veterans are protected from VACI’s fraudulent VA assistance scheme and will not be held responsible for illegitimate debts.” Under the agreed final judgment and permanent injunction, VACI is prohibited from collecting any debts incurred by consumers who were misled into believing VACI’s services were free. VACI has agreed to forego debt collection on qualifying debts incurred for the past nine years, which is an estimated total of over $6.8 million in debt forgiveness to disabled veterans."
