Los Angeles Moves to Allow Some Stores to Reopen in Pandemic

Los Angeles plans to allow stores selling flowers, books, music, toys, clothing, and sporting goods to reopen Friday if they modify their properties to allow curbside pickup, while golf courses and most park trails are expected to be allowed to reopen on Saturday.
Los Angeles County health officials on Wednesday presented a five-stage “Recovery Roadmap” that would allow the first round of reopenings to start Friday with low-risk retailers leading the way. Customers aren't allowed to enter stores, and goods must be picked up outside the store at the curb.
The plan outlines that other nonessential retailers and businesses, such as some offices and manufacturing, may be allowed to reopen in the nation’s most populous county as soon as next week.
Hours after the county's announcement, Los Angeles Mayor Eric Garcetti said the city on Friday plans to follow the county’s lead in allowing stores to open as part of the “phased return” to business and social life.
The decisions came a day after Gov. Gavin Newsom announced that California can begin moving into the second phase of business openings starting as early as Friday. Garcetti noted that local governments have the right to decide how and when to reopen under that plan and that the city of Los Angeles may not be as ambitious in reopening plans as other parts of the state where the virus is not spreading as quickly.
Golf courses and trails are scheduled to reopen on Saturday with the exception of the heavily used Runyon Canyon Park near Hollywood, which will remain closed. Face coverings and social distancing will be required at golf courses and trails, and travelers at Los Angeles International Airport and riders on the city’s public transit system will be required to wear face coverings starting May 11, Garcetti said.
