Packages keep disappearing from the lobby. Is the answer another camera?

Cameras can document incidents and may deter some theft, but they don't change who can reach the box. When we asked our local post office what owners can do, the best advice they had was a PO box. So the fix has to happen inside the building.

How can you reduce package theft in an apartment building?

Start with where deliveries are left and who can reach them. Cameras can document incidents, but they work best alongside a controlled delivery area. In older East Bay buildings, good starting points are entry locks and door closers that work reliably, a second locked door with a code you can change where the layout allows, and a written package policy for tenants.

One more local reality: when we asked our post office what owners can do, the best advice they had was a PO box. Mail carriers here have been robbed for the keys that open apartment mailboxes. So a postal lock shouldn't be the only thing protecting your packages.

A tenant texts: "The lobby door won't lock." Is that just another maintenance complaint?

In California, it's notice. Under Civil Code §1941.3, a landlord can be liable for a lock violation if it isn't fixed within a reasonable time after notice, and that clock starts with the tenant's report, not the work order.

We treat broken entry and lobby locks as emergencies, with a vendor sent the same day. This week's tip covers how to sort lock reports and five steps to take when one comes in.

Are you liable when a tenant is the victim of a crime at your rental?

A crime alone doesn't make a California landlord liable. Landlords aren't insurers of tenant safety. But with some exceptions, the law does require specific locks: deadbolts on main entry doors, locks on windows that open, and code-compliant locks on common-area doors in multifamily buildings. And once you know a required lock is defective, whether a tenant told you or you saw it, the clock is running.

Two weeks on the market. Showings, but no qualified applications. What's that telling you?

Usually, that renters have already compared your unit with everything else out there and picked something else. That's not a slow start. It's the market answering your price. On a $2,500/month unit, every extra week of waiting costs about $575 in rent.

At the two-week mark: count your showings and applications, rule out photos and access, check what similar units are leasing for now, and adjust once, meaningfully.

Listing a rental "high to see what happens" is one of the most expensive pricing moves a landlord can make.

On a $2,500/month unit, every empty week costs about $575. That's more than two months of a $250 premium. Cut the price in steps and add six vacant weeks, and you've lost about $3,450 in rent. That's more than a full year of the premium you were chasing, and the unit often leases at the market price anyway.

Emeryville landlords: the city's own rent-cap page hasn't caught up to this year.

Emeryville has no rent-control ordinance of its own, so AB 1482 sets the cap — recalculated every August 1st. This year it moved from 6.3% to 8.8%. We checked the City of Emeryville's own Tenant Protection Resources page while researching this week's guide, and its list still stops at 6.3% for a cycle that expired July 31 — nothing's posted yet for the one we're in now.

Emeryville has no rent control. So does that mean fewer rules? Not even close.

California's AB 1482 sets the rent cap on most Emeryville units, and on August 1 it moved from 6.3% to 8.8%. But Emeryville's own ordinance applies just cause from day one of a covered tenancy, and a valid business license, the City's tenant-rights notice and a City Clerk filing all come into play before any termination. Relocation pay for no-fault terminations scales with how many units you own.

Richmond landlords: if you're used to Richmond's rent cap running a little higher than Oakland's, that's not true anymore.

Last cycle, Richmond's AGA (1.62%) beat Oakland's (0.8%) — close enough that rounding a Richmond unit up to Oakland's rate barely cost anything. This cycle, that flipped. Oakland's cap rose to 2.3%. Richmond's dropped to 1.5%. Apply the old assumption now and you're over Richmond's cap — which a tenant can challenge.
