A lot of parents were probably excited to hear today from the Honolulu Mayor that parks would be re-opening this Saturday, April 25, 2020. Sadly, children still cannot use playgrounds to play.

Take Notice: Although parks will re-open, you cannot bring your children to the park for them to play. Parks will only re-open for purposes of the following exercise: running, walking, or biking. No groups may congregate and children cannot use the playgrounds. Also, pools and Hanauma Bay will remain closed.

Are we required to put a face mask on our children in public spaces with Hawaii’s new face mask requirement?

It depends on their age and medical condition.

Effective today (April 20, 2020), everyone is now required to wear a face mask in most public settings. The CDC does not recommend children under 2 years old wear a face mask and they should not wear a face mask of any kind. Children under 5 years old are not required to wear a face mask and those who have a medical condition.

Honolulu Mayor Kirk Caldwell said the order is aimed at cutting down on the chance of spreading coronavirus in public spaces.

Breaking Hawaii State Judiciary News:

Per Chief Justice Recktenwald's April 17, 2020 Order Regarding Trials, all non-essential hearings will be postponed until after May 29, 2020. Again, the following Family Court hearings have been deemed essential:

- Temporary Restraining Orders (“TROs”)
- Hale Hoomalu Juvenile Correction Facility and Home
Maluhia (shelter) hearings
- Emergency Guardianships
- Child Welfare Services Cases, including temporary foster
custody and motions when a child is removed from family
supervision to foster custody, but excluding trials.
- Any hearings that the Court may deem essential on a
case by case basis.

Those that owe arrearages or back payment in Child Support payments could get their Stimulus Payments garnished immediately by the Hawaii Child Support Enforcement Agency (CSEA.) Just like tax refunds, the Stimulus payment is NOT shielded from being collected by CSEA.

"The $2.2 trillion congressional coronavirus relief plan passed in March did not shield the stimulus payments from certain private debt collectors, though it specifically protected the money from being taken to cover unpaid taxes or federal student loan payments. (The law does allow the money to be garnished for child support payments.)"

Millions of people received their stimulus payments from the federal government this week, but some are at risk of immediately losing the money if they owe credit card, medical, or private student loan debts.
