The University of Chicago Law School just published its AI strategy.

Beginning this Fall semester, 1L students will have no laptops, no phones, and no tablets in their core courses. Exams will be in person without access to the internet, electronic files, or apps. Further, students writing a research paper will now sit down with their professor in person and answer questions about it after they submit it. AI can write a paper. It cannot defend one in real time.

One aspect of this new strategy is key: the law school states that many aspects of legal practice will remain the domain of humans, not merely because humans are good at them, but because clients, employers, judges, and society will want humans to perform them.

This observation does not argue that "AI can't do this yet." Instead, the argument is that even when AI can do something, people will still want a human doing it, whether that is arguing in a courtroom, making a judgment call under pressure, or sitting with a client who is simply overwhelmed and needs someone in which to confide, to trust.

What we still want humans to do, and whether we are building the conditions for them to actually be able to do it, is a question worth asking in every institution right now. It seems that the University of Chicago School of Law is on the right track!

The University of Chicago Law School today released an AI Strategy Statement reflecting a new vision for legal education in the age of artificial intelligence. The strategy statement, titled, “Rethinking Legal Education in the AI Era,” focuses on bolstering both essential legal skills, such as c...

This Thursday morning, Managing Member Robert Lohman attended the Mid-Year Legislative Summit & Update on the State of Business in Illinois at Sky on Nine in Des Plaines, with State Senators Mark Walker and Laura Murphy and State Representative Justin Cochran! The Summit was co-hosted by the Des Plaines, Rosemont, and Niles Chambers of Commerce, and attended by business leaders from these and other area municipalities. It was eye-opening, to say the least.

Short take on one of the latest US Supreme Court decisions:

When a government forecloses and sells property for delinquent taxes, (1) it must return any surplus proceeds from the sale (the difference between the sale price and the taxpayer’s debt); however, (2) it is not required to pay more than what the government sold the property for even if the fair market value of the property exceeds the sale price.

Pung v. Isabella County

In other words, if the government sells the property for more than the homeowner’s tax debt, then the government pays the homeowner the balance. However, if the government sells the property for less than what the property may have allegedly sold for on the open market, the government owes the homeowner nothing.

Let us know if you have any thoughts on this.

In a 9-0 opinion (with a couple of concurring opinions), the U.S. Supreme Court held that a government that forecloses and sells property for delinquent

We don't know if an Animal Law attorney can help these goats, but it sounds like the folks over in Human Resources sure have their hands full with the Union reps trying to unionize the goats!

A union in Columbus made a formal complaint after the city farmed out brush-clearing duties at a wastewater plant. The competitors? Goats.

Congratulations to Managing Member Robert Lohman on his recent election to the Illinois State Bar Association (ISBA) Assembly! Rob was also appointed Secretary of the Standing Committee for the ISBA Animal Law Section, and reappointed to the Editorial Board of the Illinois Bar Journal (the ISBA’s monthly magazine publication). Further, Rob was appointed to the IBJ Subcommittee governing the use of AI in drafting Journal articles and Section Newsletter articles. Rob is exercising his new leadership duties at the ISBA Annual Meeting in St. Louis this week/weekend. He looks forward to serving the Illinois Bar, its members, our legal community, and the public at large for years to come!

REAL ESTATE NEWS!

Illinois lawmakers may pass a "package" of bills - the "BUILD" Plan - into law to increase housing supply across the State. The BUILD Plan is a package of several separate laws that provide for everything from additional housing to be built by the State, to Statewide legalization of "Accessory Dwelling Units" on existing single-family properties. Here's an article with further info:

https://www.wandtv.com/news/statehouse/build-plan-il-lawmakers-could-pass-housing-development-bills-before-session-ends/article_5aeef89a-ad1a-48db-b9c3-af4746829f0d.html

However, local Municipal/City governments aren't too happy about a Statewide law that does not take into account that each municipality is different, with different housing needs, and that the law basically takes away each city's right to determine its own housing laws. Here's an article with further info about that as well:

https://www.wandtv.com/news/statehouse/illinois-municipal-league-introduces-alternative-housing-development-plan-realtors-strongly-oppose/article_99352fc5-613a-465e-8402-3f3878a563ce.html

**An interesting part of the BUILD Plan is the inclusion of an Amendment to the Illinois Municipal Code that would allow any owner of a single-family property to build at least one "Accessory Dwelling Unit" ("ADU") on his/her property. An ADU includes above-garage apartments, carriage houses, etc. Many of you may find this interesting, as it provides a means of rental income for residential property owners. Many municipalities already allow ADU's. This new Amendment would create a uniform Statewide law. Below is a synopsis of that Amendment, as well as a link to the full Amendment:

Synopsis As Introduced

Amends the Illinois Municipal Code. If passed, provides that, beginning January 1, 2027, each municipality shall, by ordinance, authorize the development of accessory dwelling units. Provides that each municipality shall permit accessory dwelling units in all zoning districts that permit single-family dwellings without additional requirements for lot size, setbacks, aesthetic requirements, design review requirements, frontage, space limitations, or other controls beyond those required for single-family dwelling units without an accessory dwelling unit. Provides that a municipality is not required to allow more than one accessory dwelling unit for any single-family dwelling. Provides that accessory dwelling units may be constructed at the same time as the principal dwelling unit. Provides that no municipality shall: (A) require additional automobile parking spaces for a property with an accessory dwelling unit beyond the requirements for a single-family dwelling unit without an accessory dwelling unit; (B) require the establishment of a familial relationship between the occupants of an accessory dwelling unit and the occupants of a principal dwelling unit; or (C) establish a minimum or maximum limit on (i) square footage of an accessory dwelling unit or (ii) the number of bedrooms of an accessory dwelling unit. Limits home rule powers.
