In Florida, if a parent violates the parenting plan, you can pursue a motion for contempt or enforcement, and if it is egregious enough, use it as grounds for a modification.
But these things carry a huge emotional toll and can be expensive and taxing on everyone, especially the children.
Pick your battles. A parent returning a child 15 minutes late is probably not worth taking to court.
