Say two street racers kill an innocent driver. The prosecutor charges murder one — and the jury lets him walk.

Not because they don’t care. Because every charge has elements, and you have to prove all of them. Murder one needs intent and premeditation. Street racing proves neither. Manslaughter would’ve stuck.

Injury cases work the same way. Negligence needs four: duty, breach, causation, damages. Miss one, no case.
