The Commonwealth's Attorney's Office for the 18th Judicial Circuit is responsible for prosecuting felony offenses in Harrison, Nicholas, Pendleton, and Robertson Counties. It is also available twenty-four hours a day, seven days a week to law enforcement agencies in those four counties for legal advice and the drafting of warrants.

If apprehended outside of Kentucky, the Commonwealth agrees to extradite the Defendant back to Kentucky for prosecution. Rachel Cheyenne Troxel was apprehended on 9/30/26 and is currently lodged in the Hamilton County Justice Center in Ohio. Our office has requested that our warrant be lodged against her as a detainer. We would like to thank all of the concerned citizens that provided information regarding Troxel's whereabouts and all of the law enforcement officers involved in the search for and apprehension of Troxel.

Today, we face one of the most difficult moments an agency can endure as we announce the loss of one of our own. Trooper Hayden Phillips, Unit 369, made the ultimate sacrifice while
patrolling I-65 in Warren County. He was assigned to Post 3 Bowling Green and was a graduate of Cadet Class 103. His dedication to duty and commitment to the commonwealth will not
be forgotten.
Our hearts break for Trooper Phillips’ family, loved ones, and fellow troopers as we grieve this tremendous loss. We will carry his memory with us, honor the life he lived and the badge he wore, and stand together as an agency to support this family in the days ahead.
