Under California law, a legal e-bike must have functional pedals, a motor under 750 watts, and motor assistance that cuts off at 28 mph. Cross any one of those limits and it stops being an e-bike. It becomes a motorcycle — requiring a license, registration, and insurance.

Children's Hospital of Orange County treated 201 kids for e-bike injuries last year. Up 61% from the year before.

Two Orange County parents have already been charged with felonies after children were hurt or killed riding vehicles sold as e-bikes that didn't meet California's legal definition.
