This graph is saying that the banks will lend you up to X amount in each county. Each county has “loan limits”. This is for a conforming loan product. We go to the banks because they typically have the lowest interest rates, but you can borrow money from whomever you want, maybe your family loves you so much they will lend you money for less than 6% interest. Keep in mind you can “buy” whatever interest rate you want. Me and my lender priced out a loan yesterday to go from 6.25% rate to 5.25% interest you’d have to pay an additional 22k to “buy your rate down” to 5.25%.
Extra 22k in addition to your original down payment and closing costs.
Kicker*** you might not have to pay for the 22k yourself. You could negotiate the seller to pay it for you. Or a portion of it.
