Across decades and state lines, the case of James P. Snodgrass reveals a disturbing and persistent pattern of public‑indecency offenses.
Beginning in Indiana in the 1970s and continuing through the 1990s, Snodgrass accumulated arrests for sexual misconduct with a minor and incest—early cases that later helped investigators understand the long‑term behavioral trajectory they were confronting.
His conduct resurfaced in 2017 near Whiteland Elementary School, where he was arrested after a school employee witnessed him touching himself in a vehicle near children.
Snodgrass admitted to police that he “gets urges,” leading to a 2018 conviction and a 400‑day jail sentence.
By 2019, Snodgrass’s behavior escalated into a spree of indecent‑exposure incidents across Green Township, Ohio. Multiple locations—including a school playground, Kohl’s department store, Sam’s Club in Monfort Heights, and a residential neighborhood—became scenes of repeated offenses.
Surveillance footage, witness accounts, and consistent vehicle descriptions allowed detectives to link the incidents together. One pivotal witness, accompanied by her grandchildren, described seeing a man exposing himself beside their vehicle. Her account, paired with video evidence, became a turning point in the investigation.
The breakthrough came in early 2020, when digital‑forensics warrants placed a single device at each crime scene. That device belonged to Snodgrass, who was already incarcerated in Indiana.
During a jail interview, he confessed to routinely driving to the North Bend Road and Cheviot Road area to ma******te in parking lots as a way to “calm anxiety.” His admissions, combined with the forensic trail, solidified the case.
Today, Snodgrass remains incarcerated at New Castle Correctional Facility under multiple active felony sentences—confirming that he is not free and continues to be held by the Indiana Department of Correction.
