Today marks 30 years since the official founding of Health Law Advocates. On October 17, 1996, our Articles of Incorporation were filed with the Secretary of State's office.

Over the past three decades, our lawyers have represented more than 23,000 individuals and litigated on behalf of hundreds of thousands more to ensure they can receive the health care they need. What began as a small team of pro bono attorneys has now grown to a team of over 40 full-time staff members. Our mission still resonates 30 years later: ensuring universal access to quality health care for Massachusetts residents.

We are thrilled to share that we are expanding our medical debt capacity-building pilot program thanks to generous support from the Atrius Health Equity Foundation!

Unaffordable medical bills prevent many Massachusetts residents from accessing health care, affording other necessities, and achieving financial stability. Medical debt disproportionately impacts low-income and Black residents. Consumers lack trained assistance for resolving medical debt. We envision changing that narrative by catalyzing a network of community-based medical debt consumer assistance providers to help consumers resolve medical debt when a lawyer is not needed.

In the new phase of our pilot program, we will extend the reach of HLA's medical debt resolution expertise by training, and providing technical assistance for, a new cohort of community-based organizations. An independent assessment of our pilot’s first year, by the Institute for Community Health, found that community-based providers trained by HLA eliminated medical debt and reduced stress for 74% of clients surveyed.

Health Law Advocates joined the National Health Law Program, the Center for Public Representation, and 68 other organizations in filing an amicus brief in Massachusetts v. Oz challenging the Trump administration’s regulations imposing Medicaid work requirements.

The amicus brief details how these regulations are attempting to use work requirements to strip Medicaid from large numbers of individuals with serious medical conditions or disabilities—even though Congress passed a law classifying such persons as "medically frail" and exempting them from work requirements. The brief supports the plaintiff states' motion for partial summary judgment, which argues that the administration's regulations violate federal statute in multiple respects and will cause many to unjustly lose their Medicaid coverage.
