California Gov. Gavin Newsom has ordered the formation of a panel to develop new safety regulations for artificial intelligence companies, including proposals for a possible emergency “kill switch” for AI systems.

The executive order calls for a group of experts to develop a guide for strengthening California’s laws around AI security. The panel could consider requiring independent third parties to write safety plans for AI companies and requiring companies to develop an emergency shutoff for certain AI models.

The move comes after recent warnings from people working in the AI industry about potential safety risks as the technology continues to advance.

Newsom had previously vetoed a California bill in 2024 that would have required companies to have the ability to shut down certain AI models they controlled if something went wrong.

State Sen. Chris Cabaldon, who chairs the committee overseeing technology issues, also said he plans to hold hearings on artificial intelligence this fall. Those hearings had already been planned before the latest safety concerns emerged.

Many major AI companies are based in California, meaning any new state regulations could affect a significant portion of the global AI industry.

The panel is expected to provide its recommendations within two months.

A federal appeals court has ruled that insurance companies can sue Kia and Hyundai over thousands of thefts involving some of the automakers’ most theft-prone vehicles.

The 9th U.S. Circuit Court of Appeals ruled Monday that the insurers can pursue more than $1 billion in claims against the South Korean automakers. The case had previously been dismissed by a federal judge in Santa Ana.

At the center of the lawsuits is a security feature called an engine immobilizer, which prevents a vehicle from being started without the proper key.

Many U.S.-bound Kia and Hyundai models did not have the technology. The vehicles later became targets of the “Kia Boys” theft trend that went viral on TikTok in 2022.

According to the Los Angeles Times, roughly 200 insurance companies sued the automakers, saying they deliberately removed the safeguard from American-bound vehicles while keeping it standard in other markets.

Insurers say they have already paid more than $1 billion in theft and attempted-theft claims and are seeking reimbursement.

The 9th Circuit found that the Korean companies had purposefully directed the vehicles toward California, noting that more than 70% of Hyundai and Kia shipments to the U.S. passed through California ports.

The case will now return to federal court in Orange County.

And a new UCLA study suggests the story may not be over anytime soon: researchers estimate thefts of the most vulnerable Kia and Hyundai models could remain elevated in Los Angeles through 2042.

For the first time since 1980, California has exhausted the license plate sequence it has used for the last 46 years.

The familiar format — one number, three letters, three numbers — started with 1AAA000 in 1980. The final plate in that sequence, 9ZZZ999, was produced earlier this year.

So what's next? California has started issuing a new format: 000AAA0

And some of the new plates are already on California vehicles. The DMV says more than 110,000 plates in the previous “0AAA000” format remain to be issued from inventory at DMV and auto club offices around the state.

The new configuration is expected to last about 40 years, based on historical data. Each configuration provides more than 100 million possible combinations.

A proposed “Games Route Network” would turn about 236 miles of carpool and restricted freeway lanes and another 134 miles of local streets into restricted roadways during the 2028 Olympics.

The network would stretch across Los Angeles, Orange, and San Diego counties, with portions of the 5, 91, 405, 105, 110, 101, 10, and 210 freeways among those included in Los Angeles County. Sections of the 5, 55, 57, 73, 91 and 405 would also be included in Orange County.

The restricted lanes are being planned for athletes, coaches, Olympic workers, and other credentialed vehicles traveling between venues and the Olympic villages. Public transportation buses carrying spectators, employees, and volunteers would also be able to use the network.

And the scale of the event is massive: 10 million to 15 million spectators are expected during the 16-day Games.

Metro is preparing for an estimated 1 million additional transit trips per day, more than doubling its usual daily ridership. The agency also plans to add 1,700 buses and shuttles to its existing fleet.

The roadway plan is still being developed, and officials have not yet clarified how access to the restricted lanes will be enforced or exactly what the changes will mean for the millions of people who commute through the region.

The 2028 Olympics are still two years away. But the transportation plan is already taking shape.

California's bicycle helmet law is different from its motorcycle helmet law.

🚲 Under 18? California law generally requires bicycle riders and passengers to wear an approved helmet when riding on public roads, bikeways, or trails.

🚲 18 or older? California state law generally does not require adults to wear a bicycle helmet.

There is an important caveat: local ordinances may have additional requirements, so the rules can vary depending on where you're riding.

For riders under 18, required helmets must meet applicable Consumer Product Safety Commission (CPSC) standards.

So when it comes to California's bicycle helmet laws, age matters.
