Maine offers several property tax relief programs for senior homeowners. While the previous Property Tax Stabilization Program (LD 290) was repealed in 2023 due to high costs and equity concerns , the state has expanded other programs to assist eligible seniors:

🏠 1. Property Tax Fairness Credit
This state income tax credit benefits Maine residents aged 65 and older, as well as renters.
• Benefit: Reimburses up to $2,000 of property taxes or rent paid.
• Eligibility:
• Maine resident aged 65 or older.
• Income and property tax or rent paid must meet certain thresholds.
• How to Apply: File Maine Form 1040ME with Schedule PTFC/STFC.

🕰️ 2. State Property Tax Deferral Program
This program allows eligible seniors to defer property tax payments until the property is sold or becomes part of an estate. 
• Eligibility:
• Maine resident aged 65 or older, or permanently disabled.
• Annual income of $80,000 or less.
• Liquid assets not exceeding $100,000 ($150,000 for joint applicants).
• Application Period: January 1 to April 1 annually.
• How to Apply: Submit an application to your local assessor’s office, which will forward it to Maine Revenue Services.

🏡 3. Homestead Exemption
This exemption reduces the taxable value of a primary residence by up to $25,000.
• Eligibility:
• Maine resident who has owned and lived in the home for at least 12 months prior to April 1.
• How to Apply: Submit an application to your local assessor’s office by April 1.

🏘️ 4. Local Senior Tax Relief Programs
Several municipalities offer additional property tax relief programs for seniors: 
• South Portland: Provides rebates to residents aged 65 or older who qualify for the state Property Tax Fairness Credit and meet residency requirements.
• S**o: Offers a Senior Tax Assistance Program for residents aged 65 or older who have lived in S**o for 10 consecutive years and qualify for the state Property Tax Fairness Credit.
• Windham: Provides refunds up to $700 for residents aged 65 or older or those who are 100% disabled, meeting certain income and residency criteria.

🧾 5. Free Tax Filing Assistance
If you need help applying for these programs, free tax preparation services are available: 
• AARP Tax-Aide: Offers free tax preparation assistance to low- and moderate-income taxpayers, especially those aged 50 and older.
• CA$H Maine: Provides free tax preparation services to individuals and families with incomes under $64,000. 
These services can assist you in completing the necessary forms to apply for property tax relief programs.
