On a 90-degree July afternoon, staff at the Aberdeen Proving Ground Child Development Center set a seven-month-old boy, who couldn't yet sit up on his own, directly onto a sun-baked blacktop playground. He suffered second- and third-degree burns to both hands and his knee. Staff called it a "rug burn." Jenner Law represented his family in a Federal Tort Claims Act case against the United States.
