March is Women’s History Month, a chance to honor the women who helped shape the legal profession and expand access to justice. One of these women was Arabella Mansfield, the first woman admitted to the bar in 1869. Mansfield did not attend law school, but she studied in her brother's law office for two years before taking the bar exam.

On this date in 1929, Congress passed the Jones-Stalker Act, which strengthened federal penalties for violating prohibition. It stipulated that whenever a penalty was imposed for the illegal manufacture, sale, transportation, importation, or exportation of intoxicating liquor, the penalty imposed for each offense should be a fine not to exceed $10,000 or imprisonment not to exceed five years, or both.

The Division of Property Management and Construction (DPMC) is the office within the New Jersey Department of the Treasury that provides a centralized design and construction contract procurement and administration service for other State agencies pursuant to NJSA 52:18A-151 et seq. Before bidding on public works construction projects, a construction firm must submit its qualifications to and undergo classification by the DPMC. In 1983, New Jersey's Right to Farm Act was signed to help address conflicts between farmers, neighbors, and municipalities regarding a farm's practices. Recently, A-4603/S-3662 was signed into law, allowing commercial farmers to be awarded reasonable costs and attorney fees for defending against bad faith complaints under the Right to Farm Act. American sociologist, teacher, author, and civil rights activist W.E.B. DuBois was born in this day in 1868. The first African American to earn a PhD from Harvard University, Du Bois was one of the co-founders of the NAACP.
