Can a public official block you on social media ?
Misc Cause 261 of 2019
Male Mabirizi versus AG.
Justice Andrew K .Basheija
""It is quite evident on record, that the twitter accounts held by them are all held in their personal, individual/private capacities. This was satisfactorily demonstrated by AIGP Asan Kasingye, in his affidavit in reply, that the respective institutions of the Respondent, have separate official twitter accounts which they operate to communicate official/public matters, vide; State House known as ; Government of Uganda ; and Uganda Police Force . These twitter handles are quite distinctive in the use and ownership from , and , respectively, which are private twitter handles and not the official handles by virtue of the offices the Respondent’s officials hold.
Being private twitter handles, therefore, the respective persons have the latitude to choose on whom to allow or block on those handles. Equally, there is nothing illegal or which precludes a public official from using his/her private twitter handle to communicate or comment on a private matter or on issue of public concern. That would not in itself transform a private twitter handle public. The net finding is that no right of the Applicant."
Do you disobey an irregular order issued by Court?........................................................
Hudingson vs. Hudingson ALLER
“a party who knows of an order whether null or valid, regular or irregular cannot be permitted to disobey it. It would be most dangerous to hold that they or their solicitors could themselves judge whether the order was null or valid, whether regular or irregular. That they should not come to court and take it on themselves to determine such question”.
“That the cause of a party knowing of an order which is null or irregular and who may be affected by it was plain. As long as it existed it must not be disobeyed”.

Uganda's debt stock is hitting 46trillion shillings and is expected to hit 50% to GDP ratio in the next 5 years if this current borrowing trajectory is to go by ! Beyond 50% our debt will nolonger be sustainable as per ECCC criteria .Concessional Loans acquired particularly from China if not handled well will result into the take over of public assests. There is need for rethinking our debt strategy. It is equally important to start investing in human capital development.

"........... It too
was unlawful, null and of no effect.
70. It follows that Parliament has not been prorogued and that this court should
make declarations to that effect. We have been told by counsel for the Prime
Minister that he will “take all necessary steps to comply with the terms of any
declaration made by the court” and we expect him to do so. However, it appears to
us that, as Parliament is not prorogued, it is for Parliament to decide what to do next.
There is no need for Parliament to be recalled under the Meeting of Parliament Act
1797. Nor has Parliament voted to adjourn or go into recess. Unless there is some
Parliamentary rule to the contrary of which we are unaware, the Speaker of the
House of Commons and the Lord Speaker can take immediate steps to enable each
House to meet as soon as possible to decide upon a way forward. That would, of
course, be a proceeding in Parliament which could not be called in question in this
or any other court.
71. Thus the Advocate General’s appeal in the case of Cherry is dismissed and
Mrs Miller’s appeal is allowed."
