""It is quite evident on record, that the twitter accounts held by them are all held in their personal, individual/private capacities. This was satisfactorily demonstrated by AIGP Asan Kasingye, in his affidavit in reply, that the respective institutions of the Respondent, have separate official twitter accounts which they operate to communicate official/public matters, vide; State House known as ; Government of Uganda ; and Uganda Police Force . These twitter handles are quite distinctive in the use and ownership from , and , respectively, which are private twitter handles and not the official handles by virtue of the offices the Respondent’s officials hold.
Being private twitter handles, therefore, the respective persons have the latitude to choose on whom to allow or block on those handles. Equally, there is nothing illegal or which precludes a public official from using his/her private twitter handle to communicate or comment on a private matter or on issue of public concern. That would not in itself transform a private twitter handle public. The net finding is that no right of the Applicant."

70. It follows that Parliament has not been prorogued and that this court should

Minister that he will “take all necessary steps to comply with the terms of any

House of Commons and the Lord Speaker can take immediate steps to enable each
House to meet as soon as possible to decide upon a way forward. That would, of
