Civil society organizations in Uganda are at crossroads as the civic space keeps shrinking. The current situation requires CSO actors requires efforts to support each other in times of need. Through our online Rights Violations Incident Tracker (RVIT), many rights violations have been registered in the Karamoja Region that the officials from the National Coalition Of Human Rights Defenders - Uganda were briefed about during a fact finding mission to Karamoja Sub-Region. Tororo Cement Limited acquired two mining leases in 2003 and 2010 for limestone mining in Kosiroi, Tapac Sub-County, Moroto District. However, the Company never paid for surface rights for both leases. Now, the Company is in the process of acquiring 50 acres of land for a clinker but people are demanding for clearance of arrears first. All this came out during a visit organized by Resource Rights Africa (RRA) and HORIZONT3000 for Dr. Roswitha Kremser, Austrian Ambassador in Uganda Dreikönigsaktion der Katholischen JungscharAustrian Development Agency

When the judiciary fails to appreciate a clean and healthy environment, then the protection of Uganda's natural forests remains a far fetched dream.

Environmental and human rights concerns are taking a great toll on the realization of funding for the East Africa Crude Oil Pipeline (EACOP). The prospective European lenders are walking away from requests to finance the $3.5 billion project, leaving it in financing blues barely three weeks after its launch. Last week, French newspaper Les Echos reported that three French banks – BNP Paribas, Société Générale and Crédit Agricole – which have previously bankrolled Total’s oil and gas projects – had opted not to provide financing for EACOP. Total and Uganda National Oil Company Limited Petroleum Authority of Uganda National Environment Management Authority (NEMA) Uganda should go back to the drawing board and address the environmental and human rights concerns that have been raised on EACOP.

On March 18, 2021 the State Minister for Minerals Sarah Opendi launched the USD$20million aerial mineral magnetic survey on the resource rich Karamoja sub region. The deal was awarded to Xcalibur, a company from Spain. The money from the Corporate Internationalization Fund of Spain is meant to complete the country’s mineral profile survey. The scope of the project is to acquire process, interpret and deliver high-quality resolution Magnetic-Radiometric, Gravimetric, Electromagnetic Survey and its complementary Geological and Geochemical study data.

It is hoped that this development will grow investor confidence, shake off speculators and elevate the country on a commercial pedestal for harnessing the mineral resources in Karamoja sub-region.

There have been corruption allegations at the highest level surrounding the project right from the start. Therefore, as stakeholders we need to keenly follow the project activities to ensure that there is transparency and accountability for the loan funds and that the people of Karamoja realize tangible results from their minerals resources.

One of the key coalitions in Uganda bringing non-state actors involved in oil and gas governance is the Civil Society Coalition on Oil and Gas - CSCO. To enhance its membership, CSCO leadership has embarked on a membership drive to bring on board relevant members to the Coalition. Mr. Andrew Byaruhanga, Executive Director, Resource Rights Africa makes a case for RRA's membership to CSCO at a recent CSCO event. RRA is expected to add her knowledge and expertise in research, legal analysis, environmental and human rights monitoring in Karamoja's mining sector. We wait in anticipation to join the CSCO fraternity!

Strategic planning is always a critical moment in the life of an organization. RRA is happy to have come to the end of the Dream and Design Phase through the Outcome Mapping Approach as opposed to the usual Logical Framework Approach.
