We are happy to forward to you announcement of the first IBA ECA (Europe-Caucasus-Asia) Legal Forum to be held in Kiev and Lviv on 15-19 June 2016 hosted by prominent Ukrainian law firms Arzinger Law Office and Sayenko Kharenko.

For 10 years the Forum has been the main platform in the ECA economic region for the wide-scale gathering of leading business lawyers. It was held annually in the different cities of the region chosen by the delegates. From the first Forum in Kiev in June 2006, the Forum has evolved into an informal network of managing and senior partners of national law firms from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan, bringing them together with partners of international law firms from around the world, as well as with senior corporate counsel from multinational and national companies and the representatives of professional media and the legal industry.

Today, the ECA Forum is a part of the IBA family, and will be held for the first time in its new reincarnation in the same spectacular city it originated back in 2006 - Kiev. To provide the Delegates with better opportunity to see more of Ukraine, the IBA and the Host Firms invite you to visit one of the most exciting cities in Europe, which is bustling with business and cultural activity - Lviv.

The vision of bringing the ECA Forum into the global orbit of the legal profession under the auspices of IBA has materialized at the 10th ECA Forum in Tbilisi held in June 2015, where we passed the torch to the IBA and the new Organizing Committee. We wish the ECA Forum, led by a new generation of law firms' partners, a successful new life, many great initiatives and ideas, professional achievements, contacts and discoveries!

We are pleased to announce the public release of the second edition of the White Paper on Legal and Governance Reform in Ukraine: Strategic Priorities / Business and Economic Sector was presented at the second conference on Legal and Governance Reform on 30 October 2015 at the Kyiv School of Economics (KSE). Approximately 100 representatives of the legal, business and diplomatic community, civic society, academia, the Government, the National Bank and the Presidential Administration of Ukraine gathered to discuss the proposed reforms.

Follow-up on the NBU Ban to Replacing a Lender or a Borrower (including through the assignment of claim) in cross-border loan agreements

As discussed in our Legal Alert dated 9 September 2015, on 20 August 2015 the National Bank of Ukraine (the "NBU") issued Resolution of the Board of the NBU No. 551 "On the Amendments to the Resolution of the Board of the NBU dated 3 June 2015 No. 354", in effect introducing a ban on replacing a party (a lender or a borrower), including through the assignment of a claim, in cross-border loans. This ban was further prolonged until 4 December 2015, and, to certain extent, liberalized by the Resolution of the Board of the NBU No. 581 on 3 September 2015 "On Correcting the Situation on the Monetary and Currency Markets of Ukraine" ("Resolution 581").
