Pan African Lawyers Union - PALU The Pan African African Lawyers Union (PALU) is the premier continental forum of and for lawyers and lawyers’ associations in Africa.

Established in 2002 to reflect the aspirations and concerns of the African people. The Pan African Lawyers Union (PALU) is a continental membership forum for African lawyers and lawyers’ associations. PALU was founded in 2002, by African Bar leaders and eminent lawyers, to reflect the aspirations and concerns of the African people and to promote and defend their shared interests. It brings togethe

r the continent’s five regional lawyers’ associations, over fifty-four national lawyers’ associations and over 500 lawyers. Our vision is to see a united, just and prosperous Africa, built on the rule of law and good governance. Our mission is to advance the law and the legal profession, rule of law, good governance, human and peoples’ rights and socio-economic development of the African continent. PALU’s governance consists of three bodies (General Assembly, Council and Executive Committee) with complementary responsibilities in terms of policy, strategic and financial oversight. The PALU General Assembly consists of all its corporate and individual members; it meets at least once every three years. The PALU Council is made up of the Presidents of the five regional and fifty-four national Lawyers’ Associations (Bar Associations and Law Societies); it meets at least once every year. The General Assembly elects an Executive Committee, to lead and represent the organisation, formulate its policies and strategies, and supervise the Secretariat, which is headed by the Chief Executive Officer. Thus the programmes, projects and activities are implemented by the Secretariat, strategically located in Arusha, Tanzania, which is also the seat of the African Court on Human and Peoples’ Rights and the African Union Advisory Board on Corruption, amongst others.

On Friday, 24th April 2026, the Pan African Lawyers Union (PALU) filed a Request for an Advisory Opinion before the African Court on Human and Peoples’ Rights concerning the legal obligations of African States on individual criminal responsibility for serious human rights violations (Universal Jurisdiction in Africa).

This marks an important milestone in strengthening accountability frameworks and promoting justice across Africa.

Final day reflections from the ICJ states’ sensitization conference hosted by CIFOR-ICRAF.

Over the past few days, the conversations have been both rich and necessary, bringing together diverse voices to unpack the legal, scientific, and justice dimensions of the International Court of Justice Advisory Opinion on climate change. From the role of African states in shaping global climate jurisprudence, to the lived realities behind climate harm.

Importantly, there has also been a strong sense of anticipation around the forthcoming African Advisory Opinion; what it could mean for regional legal frameworks, for accountability, and for articulating an African-centered vision of climate justice. The expectation is not just for legal clarity, but for a bold and context-responsive contribution that reflects the continent’s realities and priorities.

As the conference comes to a close, there is a clear sense that this is not an endpoint but a transition, from dialogue to strategy, from reflection to action. The challenge ahead lies in translating these insights into meaningful legal and policy interventions that reflect both equity and urgency.

🌍⚖️ Renforcer la solidarité juridique à travers l’Afrique – Depuis Abidjan

Plus tôt dans la journée, la délégation de l’Union panafricaine des avocats (PALU) a eu le privilège de s’entretenir avec Maître Florence LOAN-MESSAN, Bâtonnière de l’Ordre des Avocats de la Côte d’Ivoire.

🤝 Il ne s’agissait pas d’une simple rencontre de courtoisie, mais d’un échange stratégique visant à renforcer la collaboration entre les barreaux nationaux et les instances continentales, et à aligner les efforts pour promouvoir :
▶️ l’État de droit
▶️ la protection des droits de l’homme et des peuples
▶️ le rôle en constante évolution des avocats à l’ère numérique

📍Depuis Abidjan, un message clair se dégage : des institutions solides reposent sur des partenariats solides.
