People dont join credit unions because of their governance frameworks or compliance policies.

They join because they believe the institution will look after their interests. They want somewhere they can save with confidence, access financing when they need it, and feel that their financial goals matter.

That relationship between a credit union and its members is something worth protecting.

This years World Credit Union Day theme, “Cooperative Finance: A Steady Signal in a Noisy World,” feels particularly relevant to our Caribbean experience.

With the cost of living placing pressure on households, businesses navigating economic uncertainty, and financial institutions facing increasing regulatory demands, the credit union movement has an important role to play. And with that role comes responsibility.

Members may never read an AML policy, examine an audit report or attend a Board meeting, but they depend on the decisions being made in those spaces.

They depend on capable leadership, responsible lending, proper oversight and people who understand that managing members money is a serious responsibility.

At Regional Compliance Consultants, we recognise the important work being done across the credit union sector to maintain that trust while adapting to a changing financial and regulatory environment.

The world may be noisy, but the principles that have sustained the credit union movement deserve to remain steady.

To the Boards, management teams, employees, volunteers and members who continue to support and strengthen the movement, we wish you a meaningful World Credit Union Day.

Happy World Credit Union Day 2026! 💙

**Who looks after the people responsible for keeping us compliant?**

As I reflect on World Mental Health Day, observed on October 10th, I want to acknowledge the mental and emotional demands placed on Compliance Officers.

Regulatory compliance requires careful judgement, constant attention to evolving legislation, tight deadlines and the responsibility to identify risks and raise concerns, even when those conversations are uncomfortable.

For many Compliance Officers across Trinidad and Tobago and the Caribbean, particularly in smaller organisations, these responsibilities are often managed alongside other duties, sometimes with limited resources or support.

Over time, these pressures can contribute to stress, fatigue and professional isolation.

And that deserves our attention.

An effective compliance function depends on professionals who can think clearly, exercise independent judgement and make sound decisions, often under considerable pressure.

When they are consistently overwhelmed, both their well-being and the effectiveness of the compliance function can be affected.

**So what can organisations do?**

Boards and senior management should consider whether Compliance Officers have manageable workloads, adequate resources, access to training and the support needed to perform their responsibilities effectively.

They also need an environment where concerns can be raised without fear of unfair criticism or retaliation.

A Compliance Officer should feel comfortable saying, "I need support," without it being interpreted as an inability to do the job.

As we reflect on World Mental Health Day 2026, perhaps it's time to look beyond compliance reports and have a meaningful conversation with the people preparing them.

**Ask your Compliance Officer how they're managing. More importantly, be prepared to listen to the answer.**

At Regional Compliance Consultants Ltd., supporting the professionals who safeguard the integrity of our institutions is part of our values.

**Their well-being deserves our attention, too.**

October 1 marks the beginning of the final quarter of 2026.

For leadership teams, that makes this an important moment to look beyond what has been completed and examine what remains exposed.

Are your policies current?
Are risk assessments still reflective of the business you operate today?
Are compliance responsibilities understood beyond the Compliance Officer?
Have identified deficiencies actually been remediated?
Can you produce the evidence that demonstrates your controls are working?

A compliance programme should not simply survive another year.
It should enter the next one stronger than it entered this one.

October is a good time to test that.

Another month-end is upon us....but here's your gentle reminder that
Your Risk Doesn’t Reset at Month-End

September ends today... but your compliance risks don’t.

➡️Outstanding CDD.
➡️An overdue risk assessment.
➡️A policy that has not caught up with regulatory change.
➡️Training that keeps being pushed to “next month.”

The calendar turning does not reduce the exposure.
Month-end is a useful point to ask a harder question:
What compliance issue have we become comfortable carrying forward?

Repeated postponement has a way of turning manageable gaps into institutional weaknesses...because its impact compounds.

So, before October gets too far underway, I challenge you to identify what needs attention, assign responsibility and put a date against it.

A stronger compliance culture is often built through the things an organisation decides it will no longer leave unresolved.

Hope you had a productive September, and an even more powerful October ahead.

Roxanne.

We need to talk about the fact that ...Being registered with the FIUTT does not mean your business is AML compliant.

Registration is an important legal obligation for supervised entities in Trinidad & Tobago.
But it is the beginning of the compliance journey.

It is not evidence that the rest of the journey has been completed.

In fact, the FIUTT makes this distinction very clearly. Its published List of Registrants confirms that an entity has fulfilled its initial obligation to register. It does not indicate the entity's level of compliance with its other AML/CFT obligations.

And there are several obligations that come after registration.

Your business still needs an appropriate Compliance Officer and alternate.
A compliance programme suited to the actual risks of the business.
AML/CFT training.
A documented risk-based approach.
Internal controls.
Procedures for identifying and reporting suspicious transactions and activities.
Proper record keeping.
And independent testing, where applicable.

This is important for listed businesses and non-regulated financial institutions because compliance can easily become confused with administration.

"We're registered."
"We have a Compliance Officer."
"We have the manual."

Those statements tell us that certain pieces exist.
They don't tell us whether the AML/CFT framework is functioning effectively.
The real questions begin afterwards.

Do employees understand their responsibilities?
Does your compliance programme reflect how your business actually operates?
Are customer risks being assessed appropriately?
Are unusual activities being recognised and escalated?
Can you demonstrate that your controls are working?

Registration puts your business on the regulatory map.
What you do after registration is what builds the compliance framework.

Today, we're celebrating the professionals who are often required to ask the question no one else in the room wants to ask:

“Should we be doing this?”

Being a Compliance Officer requires far more than knowing legislation and maintaining policies.

It means keeping up with changing regulatory requirements, understanding the risks facing your organisation, challenging decisions when necessary, guiding management, supporting staff, preparing for regulatory scrutiny and sometimes being the person who has to say, “We need to look at this again.”

It can be a demanding role, particularly across Trinidad & Tobago and the Caribbean, where compliance professionals are navigating evolving AML/CFT/CPF obligations and increasing expectations around governance, accountability and oversight.

So today, we simply want to recognise the people doing the work.

To the Compliance Officers who ask the difficult questions, raise the red flags, keep learning, keep advising and continue protecting the organisations they serve:

We see the work you do, and we celebrate you.

Happy Compliance Officer Day from all of us at Regional Compliance Consultants. 💙

**Your risk assessment has a date on it.
Your risk doesn't.**

One of the themes emerging strongly in AML conversations this month is the gap between periodic compliance reviews and the speed at which financial crime risk actually changes.

And it raises an important question for businesses in Trinidad & Tobago and across the Caribbean:

**What has changed since you last assessed your risk?**
Perhaps you have introduced online payments.
Your customer base has changed.
You now conduct business with customers or suppliers in different jurisdictions.
You have added a new service.
Cash transactions have increased.
Customer behaviour has shifted.
Or new technology has changed how people interact with your business.

Any one of those changes can affect your exposure to ML/TF/PF risk.

This is why a risk assessment should never become a document that is completed, approved, filed and forgotten.

The FIUTT's risk-based approach requires supervised entities to identify, assess and understand their risks, develop appropriate measures to manage them, and monitor and review whether those measures remain appropriate.

Risk assessments should also take account of customers, products and services, delivery channels, payment methods and geographic exposure.

Trinidad & Tobago's updated National AML/CFT/CPF Policy and Strategy for 2026–2029 reinforces this direction, recognising that our threat environment continues to evolve, including through new technologies and digital platforms.

So perhaps the question for management isn't:
**"When is our next risk assessment due?"**

A better question is:
**"Has anything changed that should cause us to reassess our risk now?"**

You see....risk doesn't wait for the annual review.
And neither should good compliance.
