| A new case reveals the continued use of consolidated reports to re-detain individuals through the rotation policy, as the Zagazig General Prosecution has commenced investigation of two detainees in connection with Consolidated Report No. (211), drafted at Abu Hammad Police Station, before ordering their detention for 15 days pending investigation and their placement at Abu Hammad Police Station.
The report includes:
Mahmoud Abdel Nabi Abdel Azim Al-Masry, known as Mahmoud Al-Masry — Abu Hammad, following his rotation from Consolidated Report No. (125)

| As part of JHR's monitoring of arbitrary detention and the rotation policy in Egypt, the Zagazig General Prosecution has commenced investigation of six citizens in connection with Consolidated Report No. (210), drafted at Bilbeis Police Station, before ordering their detention for 15 days pending investigation and their placement at Bilbeis Police Station.
The citizens named in the report are:

The Assembly of States Parties to the International Criminal Court has voted to remove the Court's Prosecutor, Karim Khan, after the removal resolution secured the support of 82 states during a meeting held at UN Headquarters in New York — marking the first such occurrence since the Court's establishment in 2002. The decision came in the wake of allegations of "inappropriate sexual conduct," which Khan denies, while his defence team announced its intention to challenge the ruling before the competent judicial authorities.
The removal decision sparked widespread controversy after an independent judicial panel of three judges within the ICC concluded that the evidence was insufficient to substantiate the charges brought against Karim Khan. The vote was also preceded by an amendment to the Court's internal rules that converted the removal decision mechanism from a two-stage to a single-stage process, and lowered the standard of proof for "serious misconduct" from a two-thirds majority to an absolute majority — a change that legal experts and observers characterised as a substantive procedural shift that facilitated the passage of the removal resolution despite the findings of the internal judicial investigation.
This development comes amid escalating pressure on the ICC following its issuance of arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant on charges of war crimes and crimes against humanity in the Gaza Strip. The decision also coincided with reports of US and Israeli diplomatic manoeuvres aimed at pressuring the Court and its officials, at a time when the United States had imposed sanctions on a number of the Court's judges and officials, including Karim Khan.
JHR considers that the removal of the ICC Prosecutor — despite an internal judicial investigation concluding that the evidence was insufficient, and concurrent with the amendment of voting rules prior to the Assembly's convening — raises serious doubts regarding the independence of the proceedings and the extent to which they may have been influenced by political pressure, in a manner that threatens the credibility of international criminal justice.
JHR affirms that the independence of the ICC is a foundational pillar of the fight against impunity, and that any procedures or pressures aimed at influencing the Court's work or its officials on account of their exercise of judicial jurisdiction undermine confidence in the international justice system and constitute a dangerous precedent that may adversely affect the rights of victims of war crimes and crimes against humanity to access justice.

🛑 JHR considers that the arrest of individuals solely for participating in the reception of a released detainee, and their subsequent referral to trial before a Terrorism Criminal Circuit despite the nature of the charges brought against them, raises serious concerns regarding respect for the right to one's natural judge and the fundamental guarantees of a fair trial.
🛑 JHR affirms that the referral of incidents carrying no terrorist charge to exceptional circuits constitutes an expansion in the application of exceptional legislation to circumstances that do not warrant it — potentially prejudicing the rights of the accused and the due process of law.
🛑 JHR demands the immediate release of Sayed Ali Fahim and the five citizens detained alongside him, given the absence of any justification for the continuation of their detention, and the guarantee that any trial — should legal grounds for one exist — be conducted before their natural judge, with full respect for all fair trial guarantees and the rule of law.

| Tunisian prisons are witnessing alarming humanitarian conditions amid repeated power outages coinciding with severe heatwaves — threatening the operation of ventilation systems and essential services inside detention facilities, and compounding the health risks faced by detainees, particularly political detainees.
These conditions raise serious concerns regarding the extent to which Tunisian authorities are complying with international standards on the treatment of prisoners, foremost among them the UN Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) — which oblige states to ensure humane detention conditions guaranteeing the dignity, healthcare, and physical safety of all detainees.
🛑 JHR considers that the continued detention of prisoners in conditions that threaten their lives and health constitutes a violation of the international obligations incumbent upon the state, and demands that Tunisian authorities take urgent measures to ensure the continuity of essential services in all places of detention, provide adequate ventilation and medical care, permit independent national and international bodies to visit prisons and examine the conditions of detainees, open a transparent investigation into any failures that have caused or may cause detainees' lives to be placed at risk, and hold those responsible accountable.
🛑 JHR calls upon the Office of the UN High Commissioner for Human Rights, the International Committee of the Red Cross, and the relevant UN mechanisms to intervene urgently to monitor the conditions of political detainees and ensure Tunisia's compliance with its international human rights obligations.

During one of the renewal hearings, Mohamed Abu Al-Dayar requested his release, citing his professional obligations to his clients and the impact of his continued detention on their legal rights.

| The New Cairo Court of Appeal has issued a ruling upholding the one-year custodial sentence with hard labour against detainee Ahmed Douma in Case No. 4894 of 2026, on charges of publishing and disseminating false news, statements, and rumours.
The prosecution arose following Ahmed Douma's publication of an opinion article titled "From the Prison Within the State to the State Within the Prison," alongside posts addressing detention conditions — before he was referred to trial on 27 April 2026, days after his arrest, and has remained in detention since 6 April 2026.
🛑 JHR considers that the criminal punishment of individuals for opinion articles or peaceful writings constitutes an infringement of freedom of opinion and expression, and raises serious concerns regarding the use of legal provisions to criminalise the peaceful expression of views and commentary on matters of public concern.
🛑 JHR affirms that freedom of opinion and expression is a fundamental right guaranteed by international human rights instruments, and that any restrictions upon it must adhere to the principles of necessity and proportionality — and must not be converted into a means of punishing those who hold dissenting views or of curtailing public debate.
🛑 JHR demands the abolition of custodial sentences in cases involving publication and expression, the release of Ahmed Douma, and full respect for the right to freedom of opinion and expression in conformity with the Egyptian Constitution and Egypt's international obligations.

| The Supreme State Security Prosecution has ordered the detention of Dr. Mohamed Zahran for 15 days pending investigation in Case No. 5773 of 2026, State Security — following his appearance before the prosecution today, after all contact with him was severed since his arrest from his home on the evening of 15 July 2026.
According to available information, Dr. Zahran has been charged with "publishing false news and statements" and "using a social media account to promote a terrorist crime" — in connection with posts relating to a call for a teachers' meeting to discuss the implementation of judicial rulings, and others containing commentary on matters of public concern.
During the investigation, Dr. Mohamed Zahran clarified that the call for the meeting was intended to discuss mechanisms for implementing judicial rulings concerning the termination of the custodianship over the Educational Professions Syndicate, affirming that he had not set a date or venue for the meeting pending the obtaining of the necessary legal authorisations.
Dr. Mohamed Zahran is one of the most prominent defenders of teachers' rights and trade union independence, and has previously been subjected to legal proceedings and detention orders in connection with his trade union activities and demands for the holding of Educational Professions Syndicate elections and the implementation of judicial rulings issued in that regard.
🛑 JHR affirms that the prosecution of trade unionists for their peaceful activities or opinions related to the defence of professional and trade union rights constitutes a violation of freedom of opinion, expression, and freedom of trade union organisation — as guaranteed by the Egyptian Constitution and international conventions.
🛑 JHR considers that the use of pre-trial detention in cases linked to the exercise of trade union rights and peaceful expression raises serious concerns regarding the expanding criminalisation of public activity, and undermines the fundamental guarantees of civic participation.
🛑 JHR demands the immediate release of Dr. Mohamed Zahran, the guarantee of full respect for his legal rights, and an end to prosecutions linked to the peaceful exercise of trade union activity — so as to ensure the protection of the right to organise and freedom of expression.

| The Faqous General Prosecution has ordered the renewal of the pre-trial detention of student Dalal Salah Salem, a medical student from the Kafr Saqr district in Sharqia Governorate, for 15 days pending investigation.
Security forces arrested Dalal on 9 June 2026, before all news of her whereabouts was severed for a full week — with neither her family nor her lawyers permitted to know her place of detention or communicate with her.
On 17 June 2026, Dalal appeared before the Kafr Saqr Partial Prosecution for questioning in connection with the matter under investigation, before an order was issued for her placement inside Kafr Saqr Police Station — with her detention subsequently renewed.
🛑 JHR affirms that the detention of Dalal Salah Salem in complete isolation from the outside world for one week, and the concealment of her whereabouts during that period, constitutes a serious violation of the right to liberty and personal security and of the legal guarantees due from the moment of arrest.
🛑 JHR further underscores that enforced disappearance cannot be justified under any circumstances, and that the continuation of Dalal's detention following this violation compounds concerns regarding the integrity of the legal proceedings taken against her.
🛑 JHR demands the immediate release of Dalal Salah Salem, an end to all violations to which she has been subjected since her arrest — foremost among them the enforced disappearance — the opening of an independent and transparent investigation to hold those responsible accountable, and a guarantee that such violations will not be repeated.
