A Turkish work permit rejection can usually be appealed, but the deadlines are strict. You normally have 30 days to file an administrative objection with the International Labour Force Directorate General, and if that fails, 60 days to bring a cancellation lawsuit before the administrative court, as of writing.
Common grounds for refusal include the employer not meeting the Turkish-employee ratio, a salary below the required threshold, and missing or untranslated qualifications. A refusal relates to one employer and one role, so it does not bar you from working in Turkey in future.
