The site at Lorong Bistari has been awarded for the development of a multi-storey Next-Generation Driving Centre (NGDC), following the conclusion of a public tender process jointly overseen by the Singapore Police Force and the Urban Redevelopment Authority.

The tender was launched on 8 October 2025 and closed on 26 February 2026. The land parcel was offered on a 30-year lease term, in line with government plans to modernise driver training infrastructure and improve land use efficiency in Singapore.

The successful bidder is ComfortDelGro Driving Centre Pte. Ltd., which submitted the highest tender price for the project. The awarded bid amounts to S$38 million, translating to approximately S$524.14 per square metre of gross floor area.

The development will be located on a site area of 24,889.2 square metres, with a maximum permissible gross floor area of 72,500 square metres. The project is designated for a multi-storey driving centre, reflecting a shift towards vertical development to optimise limited land resources.

The first phase of the Greater Sentosa Master Plan has commenced to upgrade the island’s infrastructure.

Minister of State for Trade and Industry Alvin Tan shared that there will be a new transport hub linking Sentosa and Pulau Brani, and it will also house lifestyle and hospitality developments.

Sentosa Express will be replaced to improve connectivity, and new icons such as the Imbiah Canopy will be created.

“We will also rejuvenate our beaches and add coastal protection measures so visitors can enjoy a day in the beach, even as we protect Sentosa from rising sea levels,” Tan said.
