Developers hard-pressed to price projects modestly

LATEST official statistics showed that developers' housing sales continued to languish last month, but the focus now is on the likely launches for the rest of the year and how much room developers have to price them attractively to get potential buyers into making a commitment.
Many developers paid high prices for 99-year private housing sites at state tenders in the past couple of years as they sought to replenish land following strong home sales at the time.

"Those with a high breakeven cost but who need to launch a project are likely to adopt a "Star Buy" strategy for inferior stacks of units in the development to draw out initial take-up to drive confidence in the launch," a seasoned developer told BT yesterday.

"Developers who worked in a potential price drop in their land bids would be in a better position today to trim end-unit prices and encourage buyers to consider making a commitment amid the current soft market," said Chia Siew Chuin, director at Colliers International.

"But even those who paid high land prices and left with less room for price adjustment may be willing to lower their price expectations. This could enable them to clear some units and generate cash flow - rather than maintaining the status quo and doing nothing as market conditions deteriorate further."

There will be heightened competition for buyers as more property launches are expected by developers who had bought residential land after December 2011. These developers are required to complete the projects and sell all units within five years, otherwise they would have to pay a hefty additional buyer's stamp duty on the land price with interest, Ms Chia noted.

Even amid the weak July developers sales stats released yesterday by the Urban Redevelopment Authority (URA), evidence is surfacing of developers successfully drawing out buying demand through attractive prices, highlights SLP International executive director Nicholas Mak.

"For instance, Wheelock released The Panorama in Ang Mo Kio in January this year, posting a median price of S$1,343 psf for sales in that month. But since it reduced prices in May to the S$1,200-plus psf level (median price), this project has been among the top sellers every month," he said.

"This goes to show that developers can revive sales at existing launches with meaningful price cuts. What remains to be seen, however, is whether this will result in a price war, which could be triggered, for instance, if one player were to sharply cut prices relative to other projects in the vicinity."

URA's July data also revealed that the remaining 37 units at The Vermont on Cairnhill, which was completed last year, were sold at S$2,113 psf median price in July. This is 8.6 per cent below the S$2,313 psf median price, based on caveats data, for all previous sales in the project by its developer, said OrangeTee research head Christine Li.

"Vermont's brisk sales show many high-end buyers are on the sidelines waiting to enter the market once prices become attractive," she noted. "In the private housing market as a whole, a 10-12 per cent price cut is typically enough to draw buyers in droves."

Last month, developers sold 484 private homes excluding executive condos (ECs), just two more than the 482 units they moved in June. In July last year, the figure was also 482 units.

Developers also offloaded 51 EC units last month, compared with 49 in June and 112 in July 2013. The weak home sales mirrored their strategy of holding back on major launches.

There were only four new launches last month - of which three were in the city fringe.

The top seller was City Gate on Beach Road, with 89 units transacted at a median price of S$1,809 psf. Near Kitchener Road, the developer of The Citron Residences found buyers for 23 units at S$1,585 psf median price. In the West Coast, 11 units were sold at Bijou at S$1,969 psf.
In the first seven months, developers sold 4,893 private homes and 354 EC units. For the whole of last year, the figures were 14,948 private homes and 3,588 ECs.

For the rest of the year, predicts Ms Li, EC sales will gather momentum and probably overshadow sale of mass-market private condos. There has not been a single new EC project launch in nearly a year, which means pent-up demand can be expected to manifest for five expected EC launches by year-end.

Some market observers expect genuine buyers to increasingly head for the resale market to pick up a completed property, including units in newly completed projects.

"These buyers can pick up something in the spot market, and within a short period either move in or rent it out," noted Savills Singapore research head Alan Cheong.

"Of course, the advantage of buying at a new launch from a developer is that buyers can make progressive payments for their property purchase, based on the phase of the project's completion. And in the case of leasehold property, they get an almost fresh lease term on their investment."

Developer sales inched up to 484 private homes in July

DEVELOPERS' residential sales continued to languish last month, show the latest official numbers.

Developers sold 484 private homes excluding executive condos (ECs) last month, just two units more than the 482 units they moved in June. In July last year, the figure was also 482 units.

Figures released by Urban Redevelopment Authority (URA) on its website on Friday also showed that inclusive of ECs, which are a public-private housing hybrid, developers found buyers for 535 homes in July 2014, again slightly higher than 531 units in June. For July last year, the figure was 594 units.

The weak sales last month was amid a continuation of a slow launch environment. One of the few new private residential projects released in July, City Gate at the Keypoint site along Beach Road, saw 89 units being sold at a median price of S$1,809 per square foot. The range of prices achieved for the 89 units was S$1,647 psf to S$2,130 psf.

Eye on Kampong Glam: A New Living Heritage

While Kampong Glam is better known as a cultural and historical zone, its excellent location on the outskirts of the city centre is drawing some attention from developers and potential home buyers.

Kampong Glam generally refers to the areas and estates in the vicinity that stretch out from Beach Road and Crawford Street (North Bridge Road) to Rochor and Selegie.

In 1989, it was gazetted as a conservation area and additional buildings in and around the area were added to the conservation stock in 2011 and 2014.

It would be almost impossible to mention Kampong Glam without acknowledging the influence of the early Arab migrants in the area. In fact, their presence is now imprinted on street signs named after cities in the Middle East and Central Asia such as Muscat, Baghdad and Kandahar.

Wealthy Arab families also contributed to the community by building and maintaining mosques and religious schools. The Alsagoff Arab School, for example, has been standing along Jalan Sultan since 1912.

While the mention of Kampong Glam may instantly give the impression of a place for heritage conservation and an attraction for tourists, residential areas are also nestled in the district. In fact, one of its residents is Nominated Member of Parliament (NMP) Faizah Jamal, and her family has been living in the same house in Kampong Glam for four generations.

Residential Options Aplenty

It has also been observed that Kampong Glam’s investment outlook for the mid to long-term will be boosted by plans to develop Beach Road as well as the Ophir-Rochor area into a district of mixed-use projects.

Ong Choon Fah, DTZ’s Regional Head (SEA), Consulting & Research said, “Considering the proximity of high growth areas at Marina Bay and its connectivity to the Downtown and East-West MRT Lines, it is not surprising to see such developments sprouting, that can simultaneously form a catchment locus for retail businesses and house a professional workforce for commercial companies in the CBD.”

She added in recent years, the locale around the Kampong Glam conservation district has witnessed a steady influx of mixed-use developments which combine residential housing with commercial and hospitality facilities.

City Gate, a mixed development along Jalan Sultan, is located on the former site of KeyPoint which was acquired in 2012 by World Class Land from Frasers Commercial Trust for $360 million.

The project has received healthy interest from buyers with around 50 percent of the 150 residential units released and two-fifths of the commercial units already taken up. Residential units were reportedly sold at an average price of over $1,800 psf, while prices of commercial units ranged between $2,900 and $6,200 psf.

Some distance away along Ophir Road, the mixed development DUO comprises two towers with one featuring 660 premium residences while the other houses prime Grade A office space, a five-star hotel and a unique retail gallery. The award-winning project by M+S was launched last November.

Older developments within the area include The Plaza, a 32-storey strata-titled mixed-use building and the 132-unit Textile Centre.

Several public housing estates have also been around for a long time. For example, Crawford Court, Beach Road Garden and Kelantan Court are just some of the HDB estates located in the area. PropertyGuru’s listings show that a two-bedroom resale unit at Crawford Lane is listed for around $430,000 to $450,000, while a similar unit along Kelantan Road is in the range of $390,000 to $468,000.

Recently, the Urban Redevelopment Authority (URA) spruced up a park along Sultan Gate as part of the ‘Picnic in the Park – Under the Gelam Trees’. It was refurbished with benches and garden swings for the residents to enjoy, and the project will run until 25 August.

Kampong Glam is accessible by the Bugis and Lavender MRT stations on the East-West Line, as well as Nicoll Highway MRT on the Circle Line. The upcoming Jalan Besar MRT station on the Downtown Line is also nearby.

“The location on the city fringe translates into easy convenience when commuting to the premier shopping belt of Orchard Road or the central business district,” Chia Siew Chuin, Colliers International’s Director of Research & Advisory, said in media reports.

It is also advantageous that the area is not too far from established malls such as Bugis Junction and Bugis+. Besides the modernity of malls, Kampong Glam also offers a slew of other commercial options, including conservation shophouses.

In a media report in March, Shaun Poh, Executive Director of Capital Markets at Cushman & Wakefield said, “Despite the current overall market slowdown as a result of the cooling measures, conservation commercial shophouses remain an attractive investment option in view of the limited supply and have also proven to be a highly resilient property class.”

Kampong Glam is also home to unique hotels with the likes of The Sultan and Hotel Nuve. Additionally, the eclectic mix of uses for the premises in the area, including retail, F&B and the Aliwal Arts Centre, has brought a new lease of life to the area.

While Kampong Glam will continue to be a vibrant emblem of Singapore’s history and heritage, the area is beginning to see some changes to welcome homeowners and residents.

Ong said, “I believe we are seeing the start of a paradigmatic shift, from one that neatly segregates residential areas to satellite towns at the outskirts to one where a multi-functional, integrated city centre can cater to a variety of needs encompassing living, working and playing. So while there may be a perception of Kampong Glam and its neighbourhood as a ‘touristy’ spot, it is actually not incongruous with the broader direction that developments are headed.”

Impending launch of project focuses attention on Kampong Glam again

THE impending launch of the City Gate mixed development in Jalan Sultan is drawing attention back to the Kampong Glam district.

Its charm as a historical and cultural zone may give it a head start over many areas but it is its location - on the edge of the city centre and close to retail and entertainment amenities - that is its strongest suit, property consultants said.

Plans to develop the surrounding Beach Road and Ophir-Rochor corridor into a district of mixed- use projects will underpin the investment outlook in the mid- to long term, they said.

"The location on the city fringe translates into easy convenience when commuting to the premier shopping belt of Orchard Road or the central business district," said Ms Chia Siew Chuin, director for research and advisory at Colliers International.

The 30-storey City Gate is on the site of the former Keypoint, which was acquired by World Class Land for $360 million from Frasers Commercial Trust in 2012.

The 99-year leasehold project in Beach Road will feature 311 flats - one- and two-bedroom units of 431 to 570 sq ft, two-bedroom and three-bedroom dual-key units of 678 to 1,066 sq ft and one- to four-bedroom penthouses that range from 484 to 1,819 sq ft.

It will also have 188 commercial units, ranging from 280 to 3,735 sq ft.

Residential units are expected to go for $1,900 to $2,000 per sq ft (psf) and commercial units could sell for $4,000 to $5,000 psf, marketing materials show.

This makes it cheaper than the mixed development DUO in Ophir Road, which was launched by developer M+S at an average selling price of $2,000 psf last November. DUO is in the city centre, unlike City Gate, noted R'ST Research director Ong Kah Seng.
Two 829 sq ft units at the 360-unit Concourse Skyline, developed by Hong Fok Land, went for $1,810 to $2,075 psf in the fourth quarter last year. But 101 units remain unsold since the completed project was launched at about $1,590 psf in 2008.

Ms Christine Li, research head at OrangeTee, said the new supply of homes from City Gate could place pressure on the developer to lower prices at Concourse Skyline to shift units, especially with the cooling measures in place.

Older developments in the area include the 132-unit Textile Centre, where four units have sold at median prices ranging from $911 to $926 psf over the past year.

At The Plaza - a strata-titled 32-storey mixed-use building owned by UOL Group - two units changed hands at a median price of $1,257 psf a year ago.

In this year's first quarter, 13 leases were signed at The Plaza at a median rent of $4.06 psf, said Mr Ong. He felt that owners of units in the new developments can expect strong rental demand, saying "this is a convenient location".

Unit sizes on the low side with one-bedders starting from 431 sq ft

WORLD Class Land, a unit of listed Aspial Corporation, and Fragrance Group will today open the doors to their City Gate project's showflat at its Keypoint site on Beach Road.

The 30-storey, 99-year leasehold project will include 311 apartments and 188 retail units. The apartments range from one to three-bedroom suites and dual-key units, and one to four-bedroom penthouses.

One and two-bedders range from 431 sq ft to 570 sq ft. The two and three-bedroom dual-key units are sized between 678 sq ft and 915 sq ft, while the penthouses are between 484 sq ft and 1,819 sq ft. The developers declined to provide any price indication.

Market talk is that indicative pricing for 18th floor units are: $948,000 or $2,100-plus per square foot for a one-bedroom unit, $1.178 million or $2,000-plus psf for a two-bedder, $1.388 million or $1,900-plus psf for a two-bedroom dual-key unit and $1.75 million or $1,900-plus psf for a three-bedroom dual-key unit."

The retail units will include space for a foodcourt (4,693 sq ft) and supermarket (3,735 sq ft) in addition to food and beverage outlets (ranging from 452 sq ft to around 1,000-plus sq ft) and shops (280-721 sq ft). The retail units are likely to be priced around $4,000-5,000 psf, say market watchers.

World Class and Fragrance will build the mixed-development on the site of Keypoint, which they bought for $360 million in 2012 from Frasers Commercial Trust. At the time, the site's balance lease term was about 63 years. In April this year, it was topped up to a fresh 99-year term.

City Gate's retail podium will span from basement 1 to level 2. There will also be a three-storey podium car park and a 25-storey residential tower with sky terrace on the sixth and 24th storeys. Facilities will include swimming pools, sky gym, dining and grill areas.

The second-storey will have a sheltered link bridge to Nicoll Highway MRT Station.

Century 21 CEO Ku Swee Yong said that the apartment pricing of about $1,900-2,100 psf based on 18th floor units looks reasonable, with the lumspum quantum pricing also affordable to investors.

Last November, Duo Residences - next to the Bugis Downtown Line and East-West Line MRT stations - sold like hot cakes, achieving an average price of about $2,000 psf.

"While City Gate's pricing will fly with investors, they may find it challenging to secure tenants as units are on the small side. To lease well, apartments should be at least 450 sq ft for one-bedders and at least 750 sq ft for two-bedders. Furthermore the project has dual-key units, which will further compromise on the liveable area due to foyer space and duplication of bathroom and kitchen/pantry facilities," said Mr Ku.

Sports Hub: How to get there
With multiple events slated for next weekend, organisers are getting the word out on how members of the public can access the Sports Hub.

With 30,000 people expected to converge at the Singapore Sports Hub for multiple events next weekend, organisers on Thursday (June 19) outlined their plans on how the public can access the venue.

The Sports Hub is easily accessible by various transport modes. Three MRT stations - Stadium, Mountbatten and Kallang - are within walking distance. Seven bus services and three taxi stands provide more options. Major expressways also feed into the multiple entry and exit points which serve the hub.

Those who plan to drive to the new National Stadium when there is an event happening there should remember to buy their parking tickets first. Without one, you will not be able to park at the Stadium.

"During event days in the National Stadium, no parking is available unless you buy a pre-purchased parking lot," said Mr Eric Tan, Managing Director of DTZ. "You need to go to our website to purchase the parking lot. When you arrive, display your decal and we will guide you to your lot. If you do not pre-purchase, there will be no lots for anyone who tries to find a parking lot."

The pre-purchase is only for some 800 lots located within the National Stadium. You still have more than 3,000 other parking lots to choose from at the Sports Hub, the Singapore Indoor Stadium and Kallang Leisure Park Mall.

Members of the public can purchase the pre-sold parking on a first-come-first-served basis at www.sportshubtix.sg or at all Singapore Post outlets. Each ticket costs $10.70 and is valid from 7am of the event day till 7am the next morning.

Organisers have also printed a guide map to inform the public about how to access the Sports Hub. 50,000 copies will be distributed to residents living around the Stadium, and more copies will be made available island-wide.

There is also a hotline (6653-8900) and website (www.sportshub.com.sg) where similar information is available. For the whole of July, members of the public can try out the facilities in the hub free of charge - the free trials will cover various indoor games as well as swimming and kayaking.
