💰 How Is Registry Fee Calculated?

📘 TLRA PROPERTY GUIDE #05

Property registry expenses are not a single fixed fee. The total amount depends on the applicable government rates, property valuation, location, type of transaction and the taxes/charges applicable to the buyer and seller.

🏠 Example: Property Value Rs. 20 Lakh

For understanding purposes, the infographic shows the following calculation:

👤 BUYER PAYMENTS

🔹 Stamp Duty (1%) — Rs. 20,000
🔹 Registration Fee — Rs. 1,000
🔹 Baldia / TMA (1%) — Rs. 20,000
🔹 PLRA (0.1% / Minimum Rs. 3,600) — Rs. 3,600
🔹 Miscellaneous Charges — Rs. 800
🔹 FBR Withholding Tax u/s 236K — Filer: 1.25%

➡️ Buyer Total: Rs. 70,400

👤 SELLER PAYMENTS

🔹 FBR Withholding Tax u/s 236C — Filer: 2.75%

➡️ Seller Total: Rs. 55,000

💰 GRAND TOTAL EXPENSES

Rs. 125,400

📌 Important

The above calculation is provided as an illustrative example based on the figures shown in this guide. Actual government taxes, fees and charges may vary according to the applicable laws, notifications, property classification, valuation, location and filer status.

Always obtain the latest official calculation/challan before making payment.

💡 TLRA TIP

Before finalizing a property transaction, calculate the expected registry expenses in advance. Knowing the buyer's and seller's respective liabilities can help you avoid unexpected costs at the time of registration.

**TLRA Property Guide #04 | Documents Required for Property Registry**

Planning to register a property? 📑🏠

Before visiting the Arazi Record Center, make sure your documents are complete and the information on them is consistent.

# # # 📋 Key documents commonly required

✅ **Sale Deed / Instrument** — properly prepared and executed according to the applicable transaction
✅ **Original CNICs** — of the parties appearing before the registering authority and other required persons
✅ **FBR-related valuation/documentation** — as applicable to the property and transaction
✅ **Stamp paper / applicable stamp documentation**
✅ **Previous title/ownership documents** — particularly important for checking the property's title history
✅ **Mutation / Intiqal record** — where applicable
✅ **Property identification documents** — such as relevant map/site-plan or other property particulars, where required
✅ **Proof of applicable tax/fee payments**
✅ **Power of Attorney (Mukhtar Nama)** — if a party is represented through an attorney
✅ **Inheritance documents** — such as death certificate and relevant heirship/relationship documentation, where applicable

# # # ⚠️ Important

The exact documents can **vary according to the nature of the transaction and property**—for example, sale, gift (Hiba), inheritance, exchange, agricultural land, residential property, or a transaction through Power of Attorney.

Don't prepare your file from a generic checklist alone. **Verify the documents applicable to your particular case before visiting the registration office.**

# # # 💡 TLRA TIP

A small mismatch in names, CNIC details, ownership records or property particulars can create unnecessary delays.

**Complete documents → Better preparation → Smoother registry process.**

🏠 TLRA PROPERTY GUIDE #03

Who Must Be Present During Registry?

Going for a property registry? Taking the right people with you is just as important as taking the right documents.

For a normal sale deed in Punjab, the key people involved are:

👤 Seller (Transferor)
The existing owner transferring the property.

👤 Buyer (Transferee)
The person acquiring the property.

👥 Witnesses
The witnesses named in the deed must be properly identified and, under the current registration process, their verification/biometric information is recorded along with the parties.

📑 Authorized Representative / Attorney — where applicable
If a party is represented through a valid Power of Attorney, the requirements are different and the authority of the representative must be properly established. The law also provides specific arrangements for persons who cannot personally attend because of certain circumstances.

⚠️ Before leaving for Registry

✔️ Check the original CNICs of the parties and witnesses.
✔️ Make sure the names/CNIC details match the deed and e-registration record.
✔️ Make sure the witnesses know what transaction they are witnessing. PLRA specifically requires parties and witnesses to understand the transaction being carried out.
✔️ Expect identity/biometric verification as part of the current registration process.
✔️ If the seller or buyer is overseas, physically unable to attend, or represented through Power of Attorney, don't treat it like an ordinary registry—special requirements may apply.

Simple rule:
👉 Seller + Buyer + Required Witnesses = Prepare for Registry
👉 Special case? Verify the requirements before your appointment.

Many property owners confuse Registry with Inteqal, but they serve different purposes.

📌 Registry
A legal process used to transfer property ownership during the owner's lifetime through sale, gift, or exchange. It generally involves the seller (Transferor) and buyer (Transferee).

📌 Inteqal (Mutation)
A process used to update land/revenue records when ownership changes, commonly after inheritance, sale, gift, or other legally recognized transfers. In inheritance cases, it records the property in the names of the legal heirs.

🔑 In Simple Words:

Registry = Legal transfer/documentation of the transaction
Inteqal = Updating the revenue/land record to reflect the new ownership

Both processes are important, and the exact requirements can vary depending on the property and applicable government rules.

TLRA – Toba Land Registry Advisor
