📢 Punjab Gazette Amendment 2026 – Housing Scheme Rules (Explained Summary)
Government has introduced major changes to regulate housing schemes, improve transparency, and protect buyers.
🏠 1. Low Cost Housing Category
• New category for affordable housing projects
• Relaxation in planning standards (smaller internal roads like 15–20 ft allowed)
• Suitable for small land & middle-income housing
📲 2. Digital Approval System
• All applications through centralized online system
• Reduces corruption and manual delays
👥 3. Ownership Restriction
• Maximum 5 owners/entities allowed
• More than 5 → company/cooperative society required
• Ownership cannot be changed later
🤝 4. Joint Venture Rules
• JV allowed but limited to 5 partners
• Not allowed with cooperative societies
🛣️ 5. Access Road Requirement
• Minimum 20 ft access road mandatory
• Must ensure future expansion up to 50 ft
• 15 ft road only acceptable inside scheme, not as main access

• Maximum residential plot = 2 kanal
• Only 5% area allowed for 4 kanal plots
• Focus on controlled and balanced development

• Proper sewerage, drainage & water supply plan required
• Wastewater treatment & rainwater system mandatory

• EPA approval compulsory
• Must be obtained within 6 months

• Schemes approved via power of attorney can be cancelled
• Action possible on majority owners’ request

→ Strict planning (wide roads, parks, commercial areas, full infrastructure)
• Above 5000 Kanal:
→ Very strict, complete urban planning & government-level scrutiny
