The Balochistan Tax Bar Association (BTBA) successfully organized an insightful and informative lecture session for its members, On 12 August 2026, at Conference Room, RTO-Quetta Building.

The session was delivered by the Honourable Mr. M. M. Akram, Judicial Member, Appellate Tribunal Inland Revenue (ATIR), who shared his valuable knowledge, experience, and guidance on tax pleadings, tax cases, appellate proceedings, and orders against which appeals are preferred.

This was indeed a great initiative by the Balochistan Tax Bar Association (BTBA) under the able leadership of our respected President, Mr. Amjad Ali Siddiqui. Such initiatives are instrumental in promoting continuous learning, professional excellence, and strengthening the tax-law community in Balochistan.

📢 According to the FBR announcement, the income tax return for the tax year 2026 will be available for submission online on the portal from Monday, 27 July 2026.

If you want to submit your tax return, complete your preparations in advance and do not wait for the last date.

The FBR has issued new administrative instructions regarding the recovery of outstanding tax demands under Section 140 of the Income Tax Ordinance, 2001. Under the new rules, in any case where an ex parte order is passed against an individual taxpayer, the order must be served through both physical and electronic means. No recovery proceedings can be initiated until this service (either in-person or via affixture) is officially verified and the concerned Unit Officer certifies it, especially within Regional Tax Office (RTO) jurisdictions.

Post-Budget Seminar (2026-27) organized by Balochistan Tax Bar Association successfully concluded.

The seminar was graced by Chief Guest Mr. Abdullah Kakar, Member Appellate Tribunal Inland Revenue (ATIR), Quetta Bench.

Other distinguished guests included Mr. Tausif Ahmad Qureshi, Advisor Federal Tax Ombudsman, Mr. Ayub Marani, President Chamber of Commerce Quetta, and Mr. Rehmatullah, Commissioner Inland Revenue, RTO Quetta.

A large number of respected advocates, tax professionals and members of the Chamber of Commerce also participated in the event.

A special note of gratitude and applause goes to our respected President BTBA, Amjad Ali Siddiqui⁩, whose dedicated efforts, vision, and leadership made this seminar possible. Organizing such a comprehensive post-budget seminar for the first time in Quetta/Balochistan is a remarkable achievement and reflects his commitment to the professional development of BTBA members.

I am confident that under his capable leadership, BTBA will continue to organize such informative seminars, learning activities, and professional development programs for the benefit of the tax fraternity.

The ATL surcharge has been revised in the Federal Budget 2026–27 as follows:

For individuals, the surcharge has been increased from Rs. 1,000 to Rs. 25,000.

For AOPs, the surcharge has been increased from Rs. 10,000–50,000

For companies, the surcharge has been increased frpom Rs. 20,000 to Rs. 100,000.

Today, The Federal Constitutional Court (FCC) has made a significant decision regarding Section 7E of the Income Tax Ordinance, 2001. Declaring Section 7E ultra vires, the court has effectively stated that the levy of tax on deemed income under this section is unconstitutional.
This development is crucial for taxpayers who were subject to this tax, which was introduced through the Finance Act 2022 to expand the tax base by deeming a fixed percentage of the fair market value of certain immovable properties as taxable income

Section 7E allowed tax authorities to treat immovable properties as income-generating assets, even if they didn’t produce actual income. The tax was calculated at 5% of the deemed rental income, which was set at 20% of the property’s Fair Market Value (FBR), resulting in an effective annual tax of approximately 1% of the property’s FBR value

This decision comes after hearings on a series of appeals arising from judgments of various High Courts regarding the validity of the tax. The FCC’s ruling may have significant implications for taxpayers and the government’s revenue collection.
