The challenge has become more acute with the resurgence of the Tehrik-e-Taliban Pakistan (TTP). Security experts increasingly recognise that contemporary terrorist organisations rarely depend on a single source of funding. Extortion, kidnapping, smuggling, illegal mining, donations and narcotics trafficking frequently operate as interconnected streams of revenue.
The narcotics-terror nexus has assumed renewed significance in Pakistan's security calculus. The TTP and allied networks exploit instability across the region, porous borders and criminal infrastructures developed over decades.
*The fight against terrorism cannot succeed merely through kinetic operations. It requires the systematic disruption of financial lifelines, trafficking routes, money-laundering mechanisms and criminal enterprises that sustain extremist violence. In this sense, the struggle against narcotics trafficking is not only a public health imperative but also an essential component of national security*.

To understand loyalty from a philosophical perspective, one must look beyond mere obedience. Obedience can be forced by fear or bought with wealth. Genuine loyalty, however, can only be born out of deep spiritual insight.
It requires people to recognise an ultimate truth or a divine guide, and to align their entire existence with that reality. In this state of total submission, personal desires, comfort, and even the natural instinct for survival are willingly cast aside. Pakistan has already suffered massively due to terrorists and drug mafias crippling institutions making millions of youth dependent on drugs. Pakistan has paid a heavy price in men and material while fighting against terrorism. Determined and practical efforts are now needed to destroy the financial supply lines of organised criminal networks.
We need to make National Counter Terrorism Authority (NACTA) an effective institution like UK National Crime Agency (NCA).
It is time to evaluate what happened to National Action Plan (NAP) and 29 civil-military wings established way back in August 2016. These and many other questions need to be considered seriously, if we are committed in uprooting terrorism, drug trafficking and other organised criminal activities.

Independent thinkers were/are thus rightly skeptical of US policies in Afghanistan and elsewhere to counter drug trade and religious fundamentalism. The future challenge may not come from traditional narcotics at all. Synthetic drugs, online marketplaces, encrypted communications and cryptocurrency-based transactions are reshaping criminal markets faster than regulatory systems can adapt. Organized crime has become technologically sophisticated, transnational and highly resilient.
The world therefore faces a stark choice. It can continue fighting yesterday’s drug wars using yesterday’s tools, or it can recognize that the global drug problem is inseparable from issues of inequality, conflict, corruption, illicit finance and governance. The statistics contained in the World Drug Report 2025 should serve as a warning. A world with 316 million drug users, record co***ne production and rapidly expanding synthetic drug markets cannot credibly claim victory in the war on drugs.
The challenge before humanity is not simply to suppress narcotics. It is to confront the political, economic and financial structures that allow the narcotics economy to thrive. Until that challenge is addressed honestly, the war on drugs will remain what it has largely been for decades: an expensive, selective and ultimately ineffective war against symptoms rather than causes.

It would have simplified the law, reduced opportunities for rent-seeking and created incentives for voluntary compliance. Above all, it would have recognised that the objective of taxation is not merely to collect revenue but to distribute fiscal responsibility fairly across society. When narcotics are discussed, public attention usually focuses on seizures of he**in, co***ne, methamphetamine or cannabis. However, drugs themselves represent only the visible part of a much larger phenomenon. Behind every shipment intercepted at a port, airport or border crossing lies a sophisticated financial system designed to move, conceal and legitimise enormous illicit profits. The real strength of drug cartels lies not in narcotics but in money.
The global narcotics trade has evolved into a shadow economy rivaling the gross domestic product of many sovereign states. Estimates vary because of the clandestine nature of the activity, but international institutions have consistently placed the annual value of the global illicit drug market in hundreds of billions of dollars. When related activities such as money laundering, arms trafficking, corruption, human smuggling and illicit financial flows are included, the economic footprint becomes even larger.
The future of narcotics control lies not merely at borders, ports and checkpoints. It lies equally in financial intelligence units, tax administrations, corporate registries and international cooperation mechanisms capable of exposing and dismantling the economic foundations of organized crime.

Ironically, while the FBR leadership was congratulating itself, the World Bank downgraded its US$400 million Pakistan Raises Revenue (PRR) Project from “Satisfactory” to “Moderately Satisfactory” because of poor progress in achieving its core objectives.
The World Bank report is a sobering indictment of Pakistan’s tax administration. The original objective of raising the tax-to-GDP ratio to 17 percent had to be abandoned. After years of technical assistance, loans, consultants, digitalisation projects and reform programmes, the benchmark itself was lowered to 10 percent of GDP. Even then, progress remained unsatisfactory.
The World Bank noted that only 7 million out of 16.2 million registered taxpayers filed returns, reflecting a compliance rate of merely 43 percent. It also pointed out that key indicators relating to taxpayer facilitation and customs performance remain unverified or unavailable.

The World Bank’s downgrade is a timely reminder that official self-congratulation cannot substitute for measurable reform.
