Statement by KM Law Associates

KM Law Associates welcomes the decision of the Honourable Supreme Court of Pakistan to suspend the sentences of human rights lawyer Imaan Zainab Mazari-Hazir and her spouse, Advocate Hadi Ali Chattha, and to grant them bail pending the final determination by the Islamabad High Court.

The two-member Supreme Court bench comprising Justice Naeem Akhtar Afghan and Justice Ishtiaq Ibrahim granted relief after hearing their appeals against the refusal to suspend their sentences. The Court’s order provides an important reminder of the fundamental principles of due process, judicial fairness and the protection of legal rights.

As members of the legal fraternity, we believe that every person is entitled to a fair and impartial judicial process, and that the independence of the courts and respect for constitutional safeguards remain essential to the rule of law.

KM Law Associates expresses its respect for the Honourable Supreme Court and hopes that the remaining proceedings before the Islamabad High Court will be concluded strictly in accordance with law and due process.

STATEMENT BY KM LAW ASSOCIATES & BARRISTERS

On the Proposal for New Administrative Units

KM Law Associates & Barristers expresses serious concern over any proposal to create new administrative units without first establishing the clear consent and genuine public demand of the people concerned.

Under Article 239 of the Constitution of Pakistan, any constitutional amendment altering the limits of a Province requires, among other constitutional requirements, approval by not less than two-thirds of the total membership of the concerned Provincial Assembly.

Administrative reforms may be justified on grounds of better governance, but they must not become a means of altering provincial boundaries or identities without democratic legitimacy.

Our question is simple: if the proposed administrative units truly represent the public will, why not first seek and demonstrate the clear opinion of the people?

Good governance can be achieved through empowered local governments, effective administration, decentralisation and improved public services. The creation of new administrative units should never be used as a substitute for genuine governance reforms.

KM Law Associates & Barristers firmly believes that any such fundamental decision must be based on constitutional procedure, democratic consensus, transparency and the clearly expressed will of the people—not political expediency.

REMARKS OF ADV AKHTIAR GULAB CHANDIO REGARDING THE MISSING PERSONS OF SINDH PUBLISHED BY IUDHR

A century of waiting is a century too long.

Adv. Akhtiar Gulab Chandio, Coordinator, Dadu District, Implementation of the Universal Declaration of Human Rights (IUDHR), has strongly expressed grave concern over the continued disappearance of Ujala Parveen Solangi, who has reportedly remained missing for over 100 days. The prolonged delay in her recovery has caused immense anguish to her family and has raised serious concerns regarding the protection of fundamental human rights.

While participating in a peaceful protest organized under the banner of the Implementation of the Universal Declaration of Human Rights (IUDHR), Adv. Akhtiar Gulab Chandio urged the Government of Sindh, senior law enforcement authorities, and all relevant institutions to treat this matter with the utmost urgency and ensure every available legal and investigative resource is utilized for her immediate and safe recovery.

He stated that every citizen has the fundamental right to life, liberty, dignity, and security. The continued uncertainty surrounding the fate of Ujala Parveen Solangi is deeply distressing, and her family deserves timely justice, transparency, and unwavering support from the State.

Adv. Akhtiar Gulab Chandio reaffirmed that the protection of women and girls is a constitutional and moral obligation. He called upon the concerned authorities to intensify their efforts, keep the public informed of meaningful progress, and ensure that anyone found responsible, in accordance with the law and the evidence, is held accountable through due process.

We stand in solidarity with Ujala Parveen Solangi and her family, and we reiterate our unwavering demand for her immediate and safe recovery. Justice delayed only deepens the suffering of those who continue to wait in hope.
