In the best interest of every Tigbauanon. ⚖️🤍

Last September 9, 2026, as Chairperson of the Committee on Good Government, Justice, and Human Rights, we conducted a consultative meeting concerning electric power concerns in the Municipality of Tigbauan.

Through meaningful dialogue and consultation, we continue to uphold due process, transparency, and accountability, ensuring that every concern is heard and every matter is examined fairly and objectively.

Following the completion of the fact-finding process, the Committee will submit further recommendations based on its findings, guided by the best interests of our constituents.

Because public service is about doing what is right, observing due process, and putting Tigbauanon first — Tigbauanon, una pirme!

Sharing a portion of my speech during the Barangay Local Legislative Awards. 🤍

To all barangays who were not included in the Top 15: not being recognized does not diminish the work you have done, nor does it mean you have failed. Take it as an opportunity to assess, learn, and do better.

Identify what needs to improve. Listen more closely to your constituents. Strengthen your policies. Improve your processes. Act on concerns. And keep raising the standard of service you provide.

Strive not for rankings, but for better governance, more responsive leadership, and a higher quality of service for every constituent.

The challenge is simple: do not settle for where you are today. Let every concern be a reason to improve, every gap a reason to act, and every day an opportunity to serve our people better than we did yesterday.

A week full of legislation, learning, consultation, and public service:

Monday — Flag Ceremony sponsored by the SB Office, officially kicking off the Semana sang mga Konsehal.

Tuesday — Sanggunian sa Eskwelahan, engaging with our youth and giving them a glimpse of how local legislation works.

Wednesday — Morning: Regular Session.
Afternoon: Consultative Meeting — listening, asking questions, and understanding the issues that matter to our community.

Thursday — Barangay Local Legislative Awards, celebrating the hard work of our barangay councils in strengthening local governance.

Different activities, same purpose: to serve, to listen, and to legislate with purpose.

Kapoy, pero worth it. 🤍

And that’s a wrap for this week. Padayon. 🇵🇭

PUBLIC INFORMATION | YOUR VOICE MATTERS

In preparation for the upcoming consultative meeting, I am sharing the title of Resolution No. 2026-197 so that our constituents may be informed of the purpose and scope of the inquiry.

"A Resolution Inquiring in Aid of Legislation on the Proposed Arrangement Relating to Electric Power Services in the Municipality of Tigbauan, with Due Regard to Transparency, Due Process, Fair Competition, and Public Interest."

Electricity is part of our everyday lives. It powers our homes, businesses, schools, livelihoods, and public services. That is why the people who are directly affected should have a voice in the conversation.

Before we sit down for the consultative meeting, we would like to hear from you.

What questions do you want answered? What concerns should be raised? What matters do you believe deserve clarification?

You may send your questions and concerns through a private message to this page.

📌 We will be accepting questions until Tuesday evening.

Your participation matters. The Sangguniang Bayan can ask the questions, but the people of Tigbauan help tell us which questions need to be asked.

Let us make the upcoming consultation not only a discussion among institutions, but a conversation that listens to and represents the people we serve.

A STATEMENT ON THE CURRENT ISSUE

Public concerns deserve to be heard, especially when they are based on facts and genuinely affect the people of Tigbauan. Legitimate concerns should never be silenced. They should be properly examined and addressed.

But there is a difference between raising an issue for the public good and using an issue to advance political interests.

Our focus should remain on the facts, the law, accountability, and finding solutions, not on personalities or political advantage.

Political drama has no place in the Municipality of Tigbauan. Public service does.

Let us expose what needs to be exposed, address what needs to be addressed, and keep the interest of the people above our own.

Tigbauan deserves truth, accountability, and responsible leadership.

Sa People v. Lastimosa (G.R.

Weight of evidence – Gaano ito kapani-paniwala.

Bonus FYI!

Bago kayo ma-excite…

📌 Bottomline:

Legal Basis:
• Rule 130, Section 24, Rules of Court (Duplicate Rule)
• Republic Act No. 8792 (Electronic Commerce Act)
• People v. Lastimosa, G.R. No. 265758

Law is more nuanced than the headlines. Before reacting, let’s first understand the law.

Why a Working Katarungang Pambarangay Matters

The Katarungang Pambarangay is often the first step toward resolving disputes in the community. When it functions well, it helps settle conflicts quickly, saves people time and money, reduces the burden on our courts, and promotes peace among neighbors.

It's more than a legal requirement under the Republic Act No. 7160—it's a way to make justice more accessible to every Filipino.

A stronger Katarungang Pambarangay means a stronger, more peaceful community.
