GOOD NEWS! The Senate of the Philippines has approved the Real Property Valuation and Assessment Reform (RPVAR) on third and final reading with 23 affirmative, 0 negative, and 0 abstention votes on March 11, 2024. 🎉

The bill seeks to establish a fair, transparent, and efficient system for real property valuation.

Key features include the implementation of a centralized real property information system for assessors, a streamlined valuation process, and measures to alleviate financial burdens on taxpayers.

Chairperson of the Committee on Ways and Means Senator Win Gatchalian, who sponsored Senate Bill No. 2386, lauded its passage.

The Department of Finance (DOF)'s Bureau of Local Government and Finance (BLGF) will be in charge of ensuring the proper implementation of the bill.

Specifically, RPVAR proposes to use the Schedule of Market Values (SMV) as the single basis of real property tax and real property-related taxes of national and local governments. It retains the authority of local assessors to prepare SMVs and empower local sanggunians to adjust assessment levels and tax rates, while providing technical oversight by the national government.

The BLGF shall set the real property valuation standards, while the Secretary of Finance shall have the authority to review and certify the SMVs prepared by local assessors, ensuring that the same is compliant with the standards.

A new unit known as the Real Property Valuation Service shall be established to support the expanded functions of the BLGF.
