Congratulations to the 23 CPC College of Law students who took their oath as Level 1 Law Student Practitioners under the Clinical Legal Education Program (CLEP) for S.Y. 2026โ€“2027.

The oath-taking ceremony was administered by Hon. Executive Judge Lorencito Diaz at the Regional Trial Court, Roxas City, on August 17, 2026.

With their Level 1 Certification, they are now authorized to engage in limited legal practice under the supervision of a supervising lawyer, in accordance with the Revised Law Student Practice Rule.

Yesterday, May 16, 2026, the Clinical Legal Education Program (CLEP) III students successfully organized and conducted a multi-sectoral forum entitled โ€œStrengthening Safe Spaces Through Law and Community Actionโ€ held at the Filamer Christian University (FCU) Roblee Hall.

The extension activity, driven by the goal of localizing awareness on critical protective laws, was actively attended by National Service Training Program (NSTP) students from the FCU College of Arts and Sciences.

Under the guidance and advisory of Atty. Daniel Al Delfin, the forum featured an esteemed panel of speakers who unpacked vital legal frameworks:

Atty. Remia Fuentes-Bartolome delivered an extensive overview of RA 11313 (Safe Spaces Act), shedding light on the gender-based sexual harassment across streets, public spaces, online platforms, workplaces, and educational institutions.

1st District Board Member, Hon. Trina Marie Ignacio discussed the enacted Local Ordinance on the Prohibition of Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) as a responsive measure to emerging social protection needs.

Atty. Lara Karla Endaya, an alumna of both FCU and CPC, took the participants through the foundational aspects of the Anti-Sexual Harassment Act of 1995 (RA 7877), highlighting its role as the pioneering groundwork for modern protective legislation.

A special video message from Senator Risa Hontiveros, the principal author and sponsor of the Safe Spaces Act, was also presented in the event who inspired the audience to remain vigilant and proactive in championing gender equality and safety within their communities.

The interactive forum concluded with a heightened sense of commitment among the student-participants to foster safer, more accountable communities.

HSE BULLETIN | CPC Law School to hold Safe Spaces Act forum

Colegio de la Purisima Concepcion (CPC) โ€” College of Law is set to hold a symposium on the Safe Spaces Act (RA 11313) at the Roblee Hall, May 16.

Spearheaded by the Clinical Legal Education Program III of CPC Law School, the event will be anchored on the title, โ€œStrengthening Safe Spaces in Capiz through Law and Community Action.โ€

CPC Law Schoolโ€™s forum will focus on provisions of RA 11313 which promote public spaces free from stigma and offensive language.

Roxas City, Capiz โ€” A wave of progress arrived at the Provincial Capitol of Capiz as Law students from Colegio de la Purisima Concepcion's Clinical Legal Education Program (CLEP), under the advisory of Atty. Daniel Al B. Delfin, presented an inspiring legislative proposal which aims to provide legal protection for the Capisnons. The students advocated for a new ordinance to institutionalize the local implementation of Republic Act No. 11313, known as the โ€œSafe Spaces Actโ€.

The Level III JD students โ€” Arline Fuentes, Shella Mae Duronio, Harold Labindao, and Kriszel Blanco brought the proposal before Board Member Trina Marie A. Ignacio, chairperson of the Committee on Social Welfare, Women and Family, and Ex-Officio Board Member and SK Provincial Federation President Prince Rovic F. Gardose.

The Safe Spaces Act, signed into law in 2019, penalizes gender-based harassment in streets, workplaces, schools, and online spaces. A local ordinance would allow Capiz to enforce complementary mechanisms at the provincial level.

The proposal received positive feedback from the officials, who expressed their willingness to support the initiative in promoting safer spaces and strengthening protections for the welfare of the Capisnons.
