𝗜𝘁'𝘀 𝘁𝗵𝗶𝘀 𝘁𝗶𝗺𝗲 𝗼𝗳 𝘁𝗵𝗲 𝘆𝗲𝗮𝗿! 😊
𝗧𝗔𝗫 𝗦𝗘𝗔𝗦𝗢𝗡 / 𝗔𝗜𝗧𝗥 𝗙𝗜𝗟𝗜𝗡𝗚

Revenue Memorandum Circular (RMC) No. 020-2026 introduces several significant changes and specific guidelines for the filing of 2025 Annual Income Tax Returns (AITR) by April 15, 2026, primarily driven by the "Ease of Paying Taxes (EOPT) Act".

🔹𝗞𝗲𝘆 𝗖𝗵𝗮𝗻𝗴𝗲𝘀 𝗶𝗻 𝗙𝗶𝗹𝗶𝗻𝗴 𝗣𝗿𝗼𝗰𝗲𝗱𝘂𝗿𝗲𝘀:

📍𝗣𝗿𝗼𝗼𝗳 𝗼𝗳 𝗳𝗶𝗹𝗶𝗻𝗴: Stamping the AITR as "Received" is no longer required. Instead, the Filing Reference Number (FRN) or Tax Return Receipt Confirmation (TRRC) serves as official proof of filing.

📍𝗡𝗼 𝗣𝗲𝗻𝗮𝗹𝘁𝘆 𝗙𝗼𝗿 𝗪𝗿𝗼𝗻𝗴 𝗩𝗲𝗻𝘂𝗲. No penalties will be imposed for filing at the wrong venue.

📍𝗣𝗿𝗼𝗼𝗳 𝗼𝗳 𝗲𝗕𝗜𝗥𝗙𝗼𝗿𝗺𝘀 𝗳𝗶𝗹𝗶𝗻𝗴. Taxpayers using the Offline eBIRForms Package are advised to take a screenshot of the submission pop-up message. This screenshot can be used as proof of filing for payment at Authorized Agent Banks (AABs) if there is a delay in receiving the email confirmation.

📍𝗘𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝗦𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝗔𝘁𝘁𝗮𝗰𝗵𝗺𝗲𝗻𝘁𝘀. All attachments must be submitted electronically through the eAFS (Electronic Audited Financial Statement) system within 15 days of filing or the deadline. Manual submission is only permitted if the system is unavailable and a formal advisory is issued.

🔹𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗣𝗿𝗼𝘃𝗶𝘀𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗠𝗶𝗰𝗿𝗼 𝗮𝗻𝗱 𝗦𝗺𝗮𝗹𝗹 𝗧𝗮𝘅𝗽𝗮𝘆𝗲𝗿𝘀

The circular provides specific flexibilities for individual business taxpayers classified as "Micro" or "Small":

📍𝗙𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝗙𝗼𝗿𝗺 𝗦𝗲𝗹𝗲𝗰𝘁𝗶𝗼𝗻: These taxpayers may file any prescribed AITR (1701, 1701A, or 1701-MS) regardless of what is listed on their Certificate of Registration (COR). There is no need to update the COR to include Form 1701-MS.

📍𝗦𝗶𝗺𝗽𝗹𝗶𝗳𝗶𝗲𝗱 𝗘𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝗙𝗶𝗹𝗶𝗻𝗴: If opting to use Form 1701 or 1701A electronically, they only need to fill out the minimum required fields equivalent to the information in the simpler 1701-MS.

📍𝗠𝗮𝗻𝘂𝗮𝗹 𝗙𝗶𝗹𝗶𝗻𝗴 𝗢𝗽𝘁𝗶𝗼𝗻: Because Form 1701-MS is not yet available in eFPS or eBIRForms, these taxpayers are allowed to download, print, and file it manually at any RDO or AAB.

📍𝗣𝗲𝗻𝗮𝗹𝘁𝘆 𝗘𝘅𝗲𝗺𝗽𝘁𝗶𝗼𝗻: No penalties will be imposed on Micro and Small taxpayers for filing and paying manually using Form 1701-MS.

‼️𝗡𝗲𝘄 𝗚𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗳𝗼𝗿 𝗥𝗲𝗮𝗹 𝗘𝘀𝘁𝗮𝘁𝗲 𝗦𝗮𝗹𝗲𝘀𝗽𝗲𝗿𝘀𝗼𝗻 𝗔𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻‼️

The Professional Regulatory Board of Real Estate Service (PRBRES) has modernized the accreditation process under Board Resolution No. 158 (A), Series of 2024.

These changes are designed to streamline applications and ensure all salespersons are aligned with current housing regulations.

Here is a breakdown of the essential updates:

1. 𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗶𝗻𝗴 𝗥𝗘𝗕𝗦𝗥𝗘𝗦
The previous 12-hour mandatory training has been rebranded as the Real Estate Brokerage Seminar for Real Estate Salespersons (REBSRES). While the duration remains the same, the curriculum now includes critical updates on:

✔️DHSUD (formerly HLURB) Resolutions 921 & 922

✔️Presidential Decree (PD) 957 (The Subdivision and Condominium Buyers' Protective Decree)

✔️Batas Pambansa (BP) 220 (Socialized and Economic Housing)

2. 𝗗𝗶𝗴𝗶𝘁𝗮𝗹-𝗙𝗶𝗿𝘀𝘁 𝗔𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗰𝗲𝘀𝘀
Applying for accreditation is now more efficient:

Online Filing: All applications must be submitted via the LERIS System (online.prc.gov.ph).

Broker-Led: Your supervising Licensed Real Estate Broker (REB) or their designated representative is responsible for filing the application on your behalf.

3. 𝗦𝗶𝗺𝗽𝗹𝗶𝗳𝗶𝗲𝗱 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻
E-Certificates: The PRC now accepts digital certificates equipped with security features.

No Notarization: You no longer need to have these digital certificates notarized, reducing your processing time and costs.

4. 𝗡𝗲𝘄 𝗩𝗮𝗹𝗶𝗱𝗶𝘁𝘆 𝗣𝗲𝗿𝗶𝗼𝗱
To ensure better synchronization within teams, your accreditation is now co-terminus with your supervising broker’s license. This means your permit remains valid for as long as your broker's license is active (up to 3 years).
